REMARKS, GROUNDBREAKING CEREMONIES FOR

AERONAUTICAL RADIO, INC. AND ARINC

RESEARCH CORPORATION

ANNAPOLIS

February 26, 1965

Thank you, Mr. Anderson, honored guests, ladies and gentlemen:

Last July, I had the honor of standing on this very spot to say a
few words and to present this Maryland flag to Mr. Willord G. Triest
as a symbol of the State's appreciation of his confidence in the economic
future of Maryland. As you know, Mr. Triest not only is Executive
Vice-President of Hydrasearch Company but also represents research
Land Corporation, which developed this center.

This is a happy occasion. Today it is particularly satisfying to me
to participate in ground breaking ceremonies for Aeronautical Radio,
Inc. and its subsidiary, Arinc Research Corporation, which marks the
beginning of a new multi-million dollar science-facility in our State.

Decisions on the location of new enterprises such as this one to be
built here in the Annapolis Science Center are not made by chance.
Almost six years ago, I had the privilege of signing legislation which
created the Maryland Department of Economic Development. Later,
as a direct result of this agency's planning, I appointed some of the
State's most eminent men to the Governor's Science Resource Advisory
Board and charged them with the responsibility for creating a climate
in Maryland which would attract science-based industries. In my judg-
ment, this Board has, and is continuing to discharge its responsibility
most effectively. One of the most gratifying aspects of my Administra-
tion has been the fact that scientific and research activities within our
borders have increased from about 200 such organizations to more
than 500 within the past several years, elevating Maryland to the
enviable position of being regarded by the scientific community as one
of the three most important research and development areas in the
Nation....

It goes without saying that such accomplishments represent the con-
