recommendations of the Michaelson Commission that are not contro-
versial. You note that there is no bill in to create the overall amalga-
mation of the medical sides of the institutions and incarcerations. In
other words, there is no attempt to bring Patuxent within the picture.
This is a very controversial thing, and I believe I would prefer to
see the institutions that are related to the treatment of medical and
personality disorders remain apart from the correctional system.

Q. Governor, the Senate rather summarily killed your bill request-
ing a State Administrator of Election Laws.

A. Well, I am disappointed that the Senate did not see this bill in
a favorable light and I have hopes that perhaps the House may take
another look at it, and bring it out in such a way that the Senate
would get a second chance. I feel it's a good bill. I do think we need
someone to take a look at the new election laws that apparently are
going to be put into effect and make sure they are properly adminis-
tered. Aside from the law there are a lot of administrative determina-
tions that shouldn't be written into the statute itself, that would be
better set up and more uniform if they were administered by one
person at the State level.

Q. These budget cuts made in your budget are greater than in any
other Governor's. I wonder what your thoughts are on this?

A. Well, proportionately, I think they are much less if you look at
the programs that we've outlined and the additional money that we
have requested to carry forth these programs which have been stalled,
in many cases for years. I think it becomes immediately apparent that
percentage-wise the cuts in the budget are probably less than they were
under previous administrations.

Q. What went into the decision, the determination, to hold the
state employee pay increases at the level as you did instead of the
much, much larger package that the Classified Employee Association
proposed?

A. Through a lot of ground work by our personnel people and by
our program executives in that area, meeting with the classified em-
ployees and other interested groups, we have evolved a package which
we think meets the needs. I think it is basically acceptable to employee
representatives also.

Q. Governor, I don't know that you have ever commented on the
bill in the Legislature that would make the Maryland State Teachers
Association and its affiliates the sole bargaining agent for the school
