What steps have been taken in this direction within the State govern-
mental structure?

A. We are currently drafting a Governor's Code of Fair Practices.
This code will address itself to attempt to provide within the execu-
tive branch a complete overcoming of all discriminatory practices, not
only in government, but in the collateral enterprise of the companies'
commitments such as contractors' agreements with governments. Mr.
Bresler and Dr. Ware and other members of my staff are working very
hard on this, and we hope that that code will be ready for release
within the next two months. It will represent an accurate definition
of the administration's position. And I think it will be concise enough,
far reaching enough, that there will be no question in anyone's mind
that the objective of this administration is to do away with any un-
fair segregated practices in government or in the adjuncts to govern-
ment.

Q. Governor, on your proposal of yesterday to the Federal govern-
ment to relieve the states of all responsibilities — financial, adminis-
trative and welfare — have you talked with any of the other governors
about this?

A. No, I intend to discuss this welfare concept, that I mentioned to
the Board of Public Works, with the southern governors, maybe not
in a formal sense but informally. I did discuss this with representatives
from the Office of Economic Opportunity who were here from all the
middle-eastern states today pointing out that not only in welfare but
in all programs such as OEO, the provision of additional money acts
as a magnet to lure people into the urban areas, the impacted and
congested areas, where most of the problems exist and that there
should be something done both in a welfare sense and in poverty
programs to make it attractive to some of the impoverished to re-
main where they are. And, as a matter of fact, this nationally-oriented
program that I spoke of, by providing an equal number of dollars to
a rural area where the cost of living is less, may reverse the trend to
the cities and alleviate that problem by causing a reverse flow of
people who are living in squalor in the slums, and who like to raise
their children in the healthful air of the countryside as long as they
can make a go of it. So Mr. Sanchez, the middle-Atlantic director of
the OEO, was very interested. He indicated that he was going to con-
vey my thoughts to other people in the office and give me a reaction to
them.
