the changes that need to be made at Friendship. Nor do they have the
bonding capacity to provide the money to accommodate 747's and
these tremendous jets that we have to expect to be ready for within
the next five years.

Q. Governor, along the line of the State aid to local governments,
Judge Curran commented that it's based on need rather than cost.
Does this not give Baltimore City a great deal more money at the
expense of the counties?

A. It's entirely possible that it may give Baltimore City more money
than it would some of the urban counties, particularly a county that
had no incorporated towns or subdivisions. But, again, it's possible
that a city like Salisbury or Cambridge might get quite an influx of
money by adding those ingredients in a formula. My understanding
is that they are having difficulty with this formula, and it may not be
ready for the Legislature in the coming session. In other words we may
have to have another year of the same formula we now have. But
whatever formula is finally adopted would seem to me to have to
recognize the factor of need and factors of density of population,
difficulty of enforcement, certainly the factor of the crime incidence
of the area to be protected, and other meaningful criteria that di-
rectly relate to the amount of money that the subdivision has to spend
in law enforcement.

Q. Governor, did you send someone to Cambridge? Was it Mr.
Bresler and Dr. Ware?

A. Yes, we did send them.
Q. What did they discover?

A. Mr. Bresler and Dr. Ware have made a report to me. And while
I'm not prepared at this moment to reveal the details of it because it
is a little premature, you'll hear more about it within the next month.
I can say this: that the allegations of the local group that met with
me to protest the lack of housing on the part of those families who
were turned out because of the fires, were grossly exaggerated; that
our investigation indicates that the City of Cambridge is making some
very profound and very meaningful efforts to provide the necessary
housing and other advantages for its citizens; and that the more we
get into this problem the more we become convinced that in some
ways the City of Cambridge has been improperly accused of not doing
what it can to meet the problem. Now, I'm not saying they've done
everything that can possibly be done, but we do find, comparing them
to many other areas of the same geographic nature, that they have
