as concerned as I am that the party has been humiliated in a City
election. And that is what happened to our party, we were humiliated
yesterday.

Q. Do you intend to see the Mayor?

A. Well, I certainly would. I think the Mayor would be a valuable
person to have present at any such meeting, and I think he should
be interested in building the party.

Q. Governor, what do you think is lacking in Baltimore?

A. I wish I knew the answer to that question, because I lay awake
for a period last night trying to figure out exactly why the conditions
you've enumerated, which I think are true, exist. And I haven't come
to any conclusion about it yet. I think a contributing cause is the
very good campaign that was put on by the Mayor-elect. He started
early, he consolidated his forces, he ran an excellent campaign. I
think that as Mr. Sherwood himself said on television last night, per-
haps he became totally involved a little too late in his timing to at-
tract the necessary attention.

Q. Mayor McKeldin.... [Remainder of question inaudible in taped
recording. —Ed. ]

A. I understand the Mayor hasn't exactly been applauded for his
part in the campaign. But I have no comment to make about that.
Q. Do you know about sale of lists of names of licensed drivers to
mail order firms? What is your opinion of the practice?
A. I don't know the exact figure that the State gets, and I intend to
talk with Commissioner Jewell about this. My off-the-cuff opinion is
that I don't approve basically of the idea of the State's peddling any
confidential or even quasi-confidential information, regardless of the
bonafides of the purpose of the sale. It seems to me that public in-
formation should not be made subject to a commercial deal between
a private interest and the government. Now, I don't say that this is
an improper thing that's happened, I say as a matter of broad policy
I don't approve of it. It could lead to evils.

Q. Do you have any position on single-member legislative districts
now being considered in the Constitutional Convention?
A. I haven't taken a position on that yet. It's a very complex subject
with many good arguments for and against single-member districts.
I'm still engaged in considering the impact of single-member dis-
tricts against the present group districting. I expect that I will take
a position on it sometime before it comes to floor debate. But it's not
an easy question to decide, and I haven't made a definite decision.
