"Sec. 5. And be it enacted, That this Act shall not ap-
ply to Allegany, Anne Arundel, Baltimore, Calvert, Caro-
line, Carroll, Cecil, Charles, Dorchester, Frederick, Gar-
rett, Harford, Howard, Kent, Montgomery, Prince
George's, Queen Anne's, Somerset, St. Mary's, Talbot,
Washington, Wicomico and Worcester counties; and that
as to the said counties sections 15, 16 and 112 of Article
33 of the Code of Public General Laws, title 'Elections, '
shall be and remain in full force and effect.
"Sec. 6. And be it enacted, That this Act shall take
effect from the date of its passage. "
