[Nov. 20] DEBATES 1047

into account situations where a small
county does not have enough eligibles. How-
ever, I think Judge Adkins, or Delegate
Adkins has answered that correctly in his
exchange with the Chairman of the Com-
mittee, and I urge that you vote against
the Chabot amendment and support the
Adkins amendment.

THE CHAIRMAN: Are you ready for
the question?

(Call for the question.)

The question arises on the adoption — will
the Clerk ring the quorum bell, please?

The question arises on the adoption of
Amendment No. 25 as a substitute for
Amendment No. 24. If Amendment No. 25
is adopted it will be substituted for 24 and
submitted again to you for vote. If it fails,
Amendment No. 24 would be submitted to
you.

A vote Aye is a vote in favor of Amend-
ment No. 25. A vote No is a vote against.
Cast your votes.

Have all delegates voted?
(There was no response.)

Does any delegates desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 16 votes in the affirmative
and 117 in the negative, the motion is lost.
Amendment No. 25 is not substituted for
Amendment No. 24.

The question arises on the adoption of
Amendment No. 24. Is there any further
discussion?

(There was no response.)
Are you ready for the question?
(Call for the question.)

A vote Aye is a vote in favor of Amend-
ment No. 24. A vote No is a vote against.
Cast your vote.

Has every delegate voted?
(There was no response.)

Does any delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 117 votes in favor and 18
against, the motion is carried and the
amendment is adopted.

In view of the hour, the Chair recog-
nizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
for the purpose of recessing for dinner.

THE CHAIRMAN: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 5:50 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

(The mace was replaced by the Sargeant-
at-Arms.)

PLENARY SESSION
NOVEMBER 20, 1967—5:50 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: On behalf of the
Committee of the Whole the Chair reports
that the Committee of the Whole had under
consideration Committee Recommendation
JB-1, still has it under consideration, and
desires leave to sit again.

I am informed that through a printing
error Committee Recommendation GP-8,
which is a two-page recommendation sup-
ported by a one-page memorandum, has
gotten confused so that the second page of
the recommendation is printed by error on
the second page of the memorandum. Both
will be reprinted and substituted in your
books.

The Chair recognizes Delegate Macdon-
ald.

DELEGATE MACDONALD: Mr. Presi-
dent, I would like to extend to the third
youngest delegate in this Convention our
very warmest greetings; to the distin-
guished Delegate from Montgomery County,
happy birthday, J. Douglas Bradshaw.

(Applause.)

THE PRESIDENT: Are any delegates
present now who were not present at roll
call? You may signify your presence on
the roll call.

The Clerk will record the roll call.

Are there any announcements to be made
by committee chairmen at this time?
