COMMITTEE OF THE WHOLE
DECEMBER 2, 1967—2:10 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE CHAIRMAN: The Committee of
the Whole will please come to order. Un-
der the General Orders, we have under con-
sideration Committee Recommendation LB-
2, and particularly Amendment No. 20.
Does any other delegate desire to speak
in opposition to the amendment?
Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Chair-
man, ladies and gentlemen: I should like
to ask the permission of the Chair under
the appropriate rule to allow the Commit-
tee on the Legislative Branch to retire to
the lounge, if it is clear, to take up the
consideration of the amendment before us
in the section, Mr. Chairman.
THE CHAIRMAN: The Chair suggests
that you retire to the President's office for

Gallagher, is this a very brief matter?
DELEGATE GALLAGHER: Very brief.

the score is ten to nothing, Navy.
THE CHAIRMAN: The Clerk will ring
the quorum bell, please.
The Committee of the Whole will please
come to order.
Some partisan person who may or may
not be a member of the Committee of the
Whole has placed on the desk of the Chair-
man hieroglyphics. I have not the remotest
idea what it means but it may mean some-

can make out it says, "Navy scored again,
17 to nothing."
The Chair recognizes Delegate Gallagher

say —
THE CHAIRMAN: Just a second.
Delegate Penniman, may I call your at-
tention to this announcement? It will have

tee on Style.
DELEGATE GALLAGHER: Mr. Chair-
man, I am directed to say that I am in a
position to state the interpretation and in-

to each of these sentences, which I will now
take seriatim.
