A PROPOSAL that any unit of govern-
ment may extend by law the right to vote
on specified questions to persons within
the area of that unit of government who
are not otherwise qualified to vote in local
or general elections.
THE PRESIDENT: Delegate Proposal
No. 396 is referred to the Committee on
Suffrage and Elections.
There is a memorandum by Delegate
Grant with Delegate Proposal 393.
The next item on the calendar are mo-
tions and resolutions: Motion No. 4. The
Clerk will read the motion.
READING CLERK: Motion No. 4, by
Delegate Chabot.
A MOTION to amend Rule 27 [28]* of
the standing rules of the Constitutional
Convention in order that the requirements
of said rule shall not be applicable after
October 30, 1967.
THE PRESIDENT: Motion No. 4 is re-
ferred to the Committee on Rules, Creden-
tials and Convention Budget.

DELEGATE MARION: I may have
missed it as you went by, but I have on
my desk Delegate Proposal No. 383. Was
that introduced yesterday and just reached
our desks today, or was it omitted?
THE PRESIDENT: Delegate Proposal
No. 383 was introduced today; 388 to 393
were introduced yesterday and were out of
order numerically so that the proposals
today are 383 to 387 inclusive, and 394 to
396 inclusive; 388 to 393 inclusive, were
yesterday.
Are there any motions or resolutions?

THE PRESIDENT: I have just a very
few announcements to make.
Delegate L. Taylor has requested me to
call to your attention the typographical

error in the memorandum which he filed, I
think yesterday, with accompanying Dele-
gate Proposal No. 393. On page 6, in the
next to the last paragraph, this is six lines
from the bottom of the page, the word
than, t-h-a-n, should be t-h-a-t.
I also want to announce that in anticipa-
tion of the same problem that is referred
to in Motion No. 4 just offered by Dele-
gate Chabot, the Chairmen of the various
Committees have been requested to extend
to Monday, October 30, the time limitation
date, Friday, October 27. I think all of the
chairmen have agreed to do this, which
means that whether or not there is a
change in the rule, for all effective pur-
poses, the provisions of the rule requiring
notice to delegates of hearings on proposals
offered by them will be accorded until at
least October 30. As you all understand,
the chairmen have the privilege, of course,
of notifying the delegates, even after that
date, and I understand they will do so to
the greatest extent possible.
One other comment, or announcement I
wish to make, prompted by Delegate
Malkus's statement concerning the tran-
script on the film, "The Mighty Oak." I
think, as the Convention realizes, the film,
"The Mighty Oak," was not prepared by
the Convention or its staff. The staff does
not have possession of the transcript. It
has received the film, which is, as I think
all delegates know, available for viewing
at any time.
We requested the transcript from the
University of Maryland Extension Service
so that this could be reproduced and made
available for you. We are advised that the
transcript was locked in the office of the
person who prepared it in Virginia, that
he was away on a ten-day vacation. As
soon as he returns, the transcript is to be
sent to us, and it will be reproduced for
the delegates.
Are there any announcements by com-
mittee chairmen? Delegate Koss?
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet again fifteen minutes after the ad-
journment of this afternoon's plenary ses-
sion and again tomorrow morning at 9:30
A.M.
