Blair Lee, and tomorrow morning begin-
ning at 9:30 A.M. will hear a series of wit-
nesses.
THE PRESIDENT: Delegate Dulany?
DELEGATE DULANY: Mr. President,
the Committee on Public Information
wishes to announce that Frank C. Robey
was elected vice-chairman.
THE PRESIDENT: Thank you. Are
there any other announcements? Delegate
Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will re-
convene fifteen minutes after this session
concludes, and at 3:30 P.M. today we will
hear from Delegate Finch regarding his
Proposals 255 and 268. We will meet again
tomorrow morning, beginning at 10:00
A.M., at which time we will hear from
Delegate Bennett on his Proposal No. 381,
and at 11:00 A.M., we will hear from repre-
sentatives of the Baltimore County Bar
Association. We are continuing our delib-
erations and discussions on the matter of
court structure and hopefully will reach
some tentative decisions in that regard, at
least by the end of business tomorrow.

THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will meet fifteen minutes after
the close of this session for further dis-
cussions of pending proposals. We will
meet again tomorrow morning at 10:00
A.M. Those who have proposed certain mat-
ters have been invited to attend. We hope
that they will be there so that we may
continue the discussions on those proposals
and proceed to vote on them.
THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet immediately after this
meeting to consider further matters that
we have been discussing. Tomorrow morn-
ing is labor day for the Committee. Hear-
ings will be held in the Senate Chamber,
starting at 10:00 A.M. promptly on these
proposals relating to rights to work, rights
of labor, et cetera. Anybody who would
like to come is invited.
THE PRESIDENT: Delegate Moser?
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
reconvene fifteen minutes after the session.
The subject of our deliberations and dis-
cussions continues to be units of county
government and municipalities, and hope-
fully we will continue on to the subject of
limitations on lo,cal legislation later in the
afternoon, and when we convene tomorrow
morning at 10:00 A.M.
THE PRESIDENT: Delegate Morgan?
DELEGATE MORGAN: Mr. President,
as I announced yesterday, the Committee
on the Executive Branch last week deter-
mined to use the commission draft as a
basis of its consideration of all the various
issues before the Committee. The Commit-
tee will meet this afternoon right after
this session, and we will consider sections
4.05, 4.12, 4.13, 4.23 and 4.24 of the com-
mission draft.
There are several matters before our
committee which are presently in subcom-
mittee, and the committee is awaiting for
the subcommittees to report. I am hopeful
that tomorrow morning the committee will
have one or two reports from the subcom-
mittees, but if it does not, I am hopeful
that the committee can take up the ques-
tion of the state's attorneys.
THE PRESIDENT: Any further an-
nouncements by committee chairmen? Dele-
gate Scanlan?
DELEGATE SCANLAN: Mr. Presi-
dent, the Rules Committee will meet to-
morrow at 12:00 noon to conclude our dis-
cussion, in an attempt to reach agreement
on a proposed rule regarding the require-
ment that amendments to committee rec-
ommendations be printed and distributed
to the delegates when the debates in the
Committee of the Whole are reached. This
is a matter of some importance and any
delegate who is interested is invited to at-
tend.
THE PRESIDENT: Delegate Boyer?
DELEGATE BOYER: Mr. President,
your Committee on General Provisions is
sailing along very smoothly in the sea of
hearing individual delegate proposals. I
would only respectfully request, that those
delegates who have proposals referred to
our committee, try to arrange their sched-
ules to appear before us as proponents of
your proposals with deliberate speed, be-
cause we are trying to sandwich in discus-
sions on several other items before us.
We will continue after today, and prob-
ably on into tonight as long as necessary
to accommodate those delegates who may
wish to be heard, but I would respectfully
again request you to try to arrange your
