sit the ballot of any person offering to vote until they shall
have found his name on the list or register of qualified voters,
and have cheeked it thereon; and they shall receive and de-
posit the ballot of every person offering to vote, whose name
appears on said list or register of qualified voters; and if
any Judge of Election shall refuse to receive and deposit the
ballot of any such person, he shall, on conviction thereof, for-
feit and pay a fine of not less than five hundred dollars nor
more than two thousand dollars for each offence, and be im-
prisoned until such fine and costs of prosecution are paid, and
shall also be liable in damages at the suit of the party ag-
grieved, and be disqualified from holding any office of honor,
profit or trust under the Constitution and laws of this State.

Sec. 15. The provisions of this Article shall extend to all
special elections, whether municipal or otherwise, and to the
voters upon amendments to the Constitution, and for, or
against a Convention to frame a new Constitution, whenever
such question has been or may be submitted to the people by
the Legislature, and if it shall be found before any such elec-
tion, that the ten days notice of the sittings of the Registers
cannot be given, as required in the previous sections of this
Article, they shall nevertheless proceed to the discharge of
. their duties, giving such notice thereof as the time will ad-
mit, or as in their judgement they may deem proper and the
registration so made, and the lists of qualified voters handed
by them to the Judges of Election, shall be taken by said
Judges as the lists of persons entitled tp vote at such elec-
tion.

Sec. 16. The Governor shall appoint three persons as offi-
cers of Registration, whose duty it shall be to register the
soldiers of this State in the Military service of the United
States, and such persons in the Naval service of the United
State, as may be stationed at convenient and accessible points,
who are absent from their regular places of voting on account
of such service, and it shall be the duty of such Officers of
Registration to visit the different regiments camps and hospi-
tals or other posts where said soldier may be, for the purpose
of ascertaining and registering all such as shall or may be
qualified to vote, and said Officers of Registration shall per-
form said duty in like manner as is required in other sections
of this Article, and shall return their books or lists of regis-
tration for the different counties and city of Baltimore to
such Officers of Registration in said city and counties, as the
Governor shall designate, twenty days before any election,
and it shall be the duty of the Officers of Registration, to
whom such returns shall be made to cause the names so re-
turned, to be registered in the several Election Districts or
precincts of their respective counties or wards of the city of
Baltimore, in which said soldiers reside, or are entitled to
