vote, and in aiition to the per diem allowed by this Article
to Officers of Registration; they shall be allowed their neces-
sary travelling expenses for the discharge of the duties im-
posed by this section.

Sec. 17. It shall be the duty of said Officers of Registra-
tration after having received the register of said soldiers to
furnish a certified copy of the duly qualified voters in such
lists to the County Commissioners of the several counties and
the Mayor of the city of Baltimore ten days before any elec-
tion, to be by them transmitted to the Judges appointed to
take the votes of said soldiers as directed by law.

Sec. 18. If any person shall deem himself aggrieved by the
refusal of the Officers of Registration, to register him as a
qualified voter, by reason of the decision of said officer that
he has not the requisite qualifications of age, citizenship or
residence, or is disqualified under the provisions of the third
and fifth sections of the first Article of the Constitution, or
by the refusal to register him as a qualified voter for any
other cause, or of the striking of his name from the list of
qualified voters for any cause, he shail have, the right to ap-
peal from such decision or action to the Judge of the Circuit
Court for the county in which he resides or applies for regis-
tration, or to the Judge of the Court of Common Pleas or
Judge of the Circuit Court for Baltimore city, in case the
party resides or applies for registration in the city of Balti-
more, and said Judge shall forthwith hear and determine
said appeal, and in case he shall determine that the party
so appealing, is entitled to be registered or restored to the
list as a qualified voter, he shall so certify to the Officer of
Registration from whose decision the appeal was taken, and
the said officer shall thereupon register said party as a quali-
fied voter.

Sec. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

Mr. Neilson moved to take up the militia bill for consider-
ation.

Mr. Morgan, from Select Committee, reported favorably
the bill entitled, an Act to further extend the time and pro-
visions of the Act passed February 6, 1864, chapter 15, and
March 14, 1864, chapter 373, and the supplements thereto
relating to the payment of bounties to volunteers and drafted
men of the State.

Said bill was then read a second time, and by special order
a third time and passed by yeas and nays as follow :
