minority leaders of both Houses. These appointments are at the pleas-
ure of the Legislative Council which also designates the Chairman and
the Vice Chairman of the Commission.
The Advisory Committee consists of five members appointed by the
Governor and who serve at his pleasure. Members must include the
Secretary of Budget and Fiscal Planning or his alternate, the Secre-
tary of State Planning or his alternate, the Attorney General or his
alternate, and two other members.
It is the function of this Commission to carry forward the participa-
tion of the State as a member of the Council of State Governments. It
fosters and maintains contacts and liaison with agencies and represen-
tativca of the Federal government, concerning Federal program and
activities, while circulating information and data thus obtained among
the several agencies of the State and its political subdivisions; it en-
deavors to advance cooperation between this State and other units of
government whenever it seems advisable to do so by formulating pro-
posals for the adoption of compacts, the enactment of uniform or re-
ciprocal statutes, the adoption of uniform or reciprocal administrative
rules; the informal cooperation of governmental offices with one an-
other; the interchange and clearance of research and information; and
in general, it works to bring the various governments in the United
States into close contact and to develop the Council of State Govern-
ments for this purpose (Code 1957, 1971 Rep]. Vol., Art. 40, sees. 16-20).

The General Assembly, by Chapter 264, Acts of 1896, established the
Commission for the Promotion of Uniformity of Legislation. The Gov-
ernor, every four years, appoints three Commissioners, who represent
Maryland in the National Conference of Commissioners on Uniform
State Laws. They receive no salary but are allowed their actual dis-
bursements for expenses (Code 1957, 1971 Repl. Vol., Art. 41, sees. 153,
154). The Commissioners meet on call of the chairman to determine
what acts to sponsor before the Legislative Council of Maryland. The
National Conference drafts Iowa to be submitted to the legislatures of
the several states and recommends measures for the promotion of uni-
form legislation.
