REHABILITATION COMMITTEE

The Injured Workers' Rehabilitation
Committee, created by Chapter III, Acts
of 1960, consists of six members appointed
by the Governor to advise the Workmen's
Compensation Commission on all phases of
the rehabilitation of injured workers, includ-
ing those whose claims are ultimately denied
or those who are held not to be in the
coverage of the laws relating to Workmen's
Compensation. The Committee consists of
the Chairman of the Workmen's Compensa-
tion Commission and the Assistant State
Superintendent of Vocational Rehabilitation,
both of whom serve as ex officio members,
and one employee, one employer, a repre-
sentative of a casualty insurance company
and a registered physician. The Governor
designates the Chairman, and the Commit-
tee members serve for six-year terms (Code
1957, 1975 Repl. Vol., Art. 77, sec. 295).

The Interagency Committee for Public
School Construction was established under
the "Rules, Regulations, and Procedures for
the Administration of the School Construc-
tion Program" first adopted by the Board
of Public Works on June 29, 1971 in ac-
cordance with Article 77, Section 130A, of
the Public School Laws of Maryland.
Thereunder, the full responsibility for the
State supervision of school construction ac-
tivities was assigned to a tri-agency com-
mittee composed of the State Superintendent
of Schools, the Secretary of the Department
of State Planning, and the Secretary of the
Department of General Services.
Thereafter, the committee is known as
the Interagency Committee for School Con-
struction with the State Superintendent of
Schools serving as chairman.
Each of the three participating agencies
furnishes staff to the committee, with the
total staff numbering about 40. The Execu-
tive and Deputy Directors are appointed
and work under the direction of the
committee.
Each school system in the State submits
to the Interagency Committee by October 1
of each year its capital improvement pro-
gram for the following fiscal year, plus an
updated continuing five year plan.
The committee either approves, defers,
or modifies a school system's proposal in
consultation with local school board staff.
The committee submits a consolidated state-
wide capital improvement program, with
recommendations to the Board of Public
Works, which acts at a special public meet-
ing in February. The bond authorization or
loan responding to the approved allocations
is made by the Maryland General Assembly.
The appropriations for the expense of
administrative operations are included in
the annual budgets of the Board of Public
Works, the State Department of Education,
the Department of State Planning, and the
Department of General Services (Code
1957, 1975 Repl. Vol., Art. 77, sees. 124,
130,130A).
