This school was originally created by
Chapter 719, Acts of 1966. It is headed by
a Director and five Assistant Directors,
each of whom is appointed by the Gover-
nor by and with the advice and consent of
the Senate for four-year terms.
The school was established for persons
under twenty-one years of age who are
placed on probation before verdict in con-
nection with any charge for violation of
any of the motor vehicle laws of the State
or any criminal law whether State or local,
over which the District Courts have juris-
diction, when referred by the District Court
or other judicial officers of Baltimore
County. The school includes courses in
driver safety, civic responsibility, America
and its heritage, and the ramifications pres-
ent and future of violating the laws of the
State, both as to the individual and the
community. All probationers must attend
classes which are held in the District Court
rooms (Code 1957, 1964 Repl. Vol. 1975
Supp., Art. 52, sec. 127).

The General Assembly created the State
Lottery Agency by Chapter 365 of the Acts
of 1972, for the purpose of generating
revenue to help support the operation of
the State. The establishment of the Agency
was contingent upon the adoption of an
amendment to Article III, Section 36 of
the Constitution of Maryland. The amend-
ment was ratified by referendum on No-
vember 7, 1972, and accordingly the Agency
commenced operation on January 2, 1973
under the guidance of a Commission and
the immediate supervision of a Director.
The Commission consists of five mem-
bers, all of whom are appointed by the
Governor with the advice and consent of
the Senate of Maryland, for specified terms.
The Commission members annually elect one
member as Chairman of the Commission.
The Agency is under the immediate su-
pervision and direction of a Director ap-
pointed by the Governor, with the advice
and consent of the Senate. The Director is
aided by two Deputy Directors who are
appointed by the Director with the approval
of the Commission.
The Agency conducts a state-wide lottery
operation from its Baltimore headquarters.
A distribution and collection system is
maintained with the cooperation of selected
commercial banks in various areas of the
State for the purpose of distributing lottery
tickets, retrieving unsold tickets and collect-
ing lottery revenues. The actual sales outlets
are selected from existing retail establish-
ments that obtain their tickets from, and
return unsold tickets and revenue from the
sale of the tickets to the designated banks.
Weekly drawings are held and prizes are
claimed through any of the Claim Centers
located in selected existing commercial es-
tablishments and public facilities throughout
the State. Millionaire drawings are held
periodically depending on the accumulation
of sufficient prize money.
