DIVISION OF DRUG CONTROL

The Division of Drug Control is responsible for
enforcing the provisions of the Controlled Danger-
ous Substance Act (Code 1957, Art. 27, secs.
276-302). The Division's programs deal primarily
with physicians, dentists, veterinarians, pharma-
cists, manufacturers, distributors, non-pharmacy
establishments, and pharmacies. The Division en-
sures the availability of drugs for legitimate medi-
cal and scientific purposes and works to prevent
their abuse.

The Governor originally appointed the Develop-
mental Disabilities Council in 1971 to carry out
provisions of the federal Developmental Disabili-
ties Services and Facilities Construction Act as
amended. The Council was reconstituted in 1973
to enable the State to qualify for certain federal
grants.

The Council membership consists of one-half
parent-consumers, of which one-third must be
primary consumers, and one-half professionals.
Members serve at the pleasure of the Governor.

The Division of Boards and Commissions is
responsible for the examination, licensing, and
surveillance of health professionals in Maryland.
Numerous boards and commissions, established to
regulate a wide range of health professionals, are
given assistance and support by the Division.

The State Anatomy Board, an ex officio body,
was created by Chapter 669, Acts of 1947. The
Board's purpose is to ensure the proper distribu-
tion of cadavers to qualified hospitals, medical
schools, and other agencies engaged in medical
education and research. The Board also carries out
the legal provisions regulating Consent to Post
Mortem Examination (Chapter 315, Acts of 1961)
and the Anatomical Gift Act (Chapter 467, Acts of
1968). Bodies are distributed chiefly to The Johns
Hopkins University School of Medicine and the
University of Maryland Schools of Medicine and
Dentistry.

The Board consists of two representatives from
each of the departments of anatomy of medical
schools in the State of Maryland and one represen-
tative of the Department of Anatomy of the
University of Maryland School of Dentistry. Mem-
bers of the Board are designated by the administra-
tive officers of each school (Code Health-General
Article, secs. 5-401 through 5-409).
