The Juvenile Services Agency originated as the
Department of Juvenile Services in 1966 (Chapter
126, Acts of 1966). In 1969, as the Juvenile Ser-
vices Administration, it was placed within the De-
partment of Health and Mental Hygiene (Chapter
77, Acts of 1969). Renamed the Juvenile Services
Agency, it became an independent agency in 1987
(Chapter 290, Acts of 1987).
The Agency administers juvenile detention, in-
vestigation, probation, protective supervision, and
after-care services and State juvenile diagnostic,
training, detention, and rehabilitation institutions.
For all juvenile courts the Agency oversees the
supervisory and counseling staff for intake, proba-
tion, and after-care. Probation and after-care are
separate functions. Probation involves the supervi-
sion of youngsters who are adjudicated delinquent
but not institutionalized. After-care includes the
supervision and counseling of young people for a
prescribed period of time after their release from an
institution (Code 1957, Art. 83C, secs. 2-101
through 2-131).
The Agency certifies for operation within the
State the public and private institutions, organiza-
tions, and agencies that deal with juvenile delin-
quency
The Agency supervises the Charles H. Hickey, Jr.
School, a State training school. The Agency also
oversees four detention centers: Boys' Village of
Maryland, J. DeWeese Carter Center, Alfred D.
Noyes Children's Center, and Thomas J. S. Waxter
Children's Center. In addition, the Agency super-
vises the seven Youth Centers for delinquent boys:
Backbone Mountain, Doncaster, Green Ridge,

Maple Run, Meadow Mountain, Savage Mountain,
and Thomas R. O'Farrell.
The Agency is served by the State Advisory
Board for Juvenile Services, the Maryland Profes-
sional Athletes Council, and the Charles H. Hickey,
Jr. School Citizens' Advisory Committee.

The State Advisory Board for Juvenile Services
was created in 1966 as the State Advisory Board of
Juvenile Services (Chapter 126, Acts of 1966). In
1987, the Board received its present name (Chapter
290, Acts of 1987). The Board recommends to the
Director of the Juvenile Services Agency policies
and programs to improve State juvenile services.
The Board helps plan development and use of
resources and helps to inform the public of the work
of the Agency
The Board is comprised of eighteen members.
Appointed by the Governor, they include represen-
tatives of the Juvenile Services Agency, the State
Department of Education, the Department of
Health and Mental Hygiene, the Social Services
Administration, the Maryland State Police, the
General Assembly, the judiciary, and a child welfare
agency. Seven members represent the public. Of
these, three must be between the ages of sixteen and
twenty-five and at least one must have been under
the jurisdiction of the Juvenile Services Agency
Members serve three-year terms. The Governor
designates the chairperson (Code 1957, Art. 83C,
secs. 2-106 through 2-110).
