The Governor created the Maryland Profes-
sional Athletes Council in March 1985 (Executive
Order 01.01.1985.06). The Council's program en-
ables young people in Agency facilities to interact
with professional athletes. Through this program,
young people can participate in a range of activities
designed to enhance their self-esteem and sense of
accomplishment. The program also helps foster
personal relationships among participants, cooper-
ation, and discipline.

Appointed by the Governor, the Council con-
sists of not more than thirty members who serve
four-year terms.

BUDGET AND MANAGEMENT DIVISION

The Budget and Management Division was
formed in 1987.

COMMUNITY PROGRAMS DIVISION

The Community Programs Division was created
in 1987. The Division works to secure residential
group homes with individualized day programs for
adjudicated delinquents. The Division also is re-
sponsible for two youth detention facilities that are
owned by the State but operated by private con-
tractors. These facilities are the O'Earrell Center in
Carroll County and the Doncaster Facility in
Charles County.

DIRECT CARE SERVICES DIVISION

Formerly the Court Services Division, the Direct
Care Services Division was reorganized under its
present name in 1988.

The Division provides intake, probation and af-
tercare services for delinquent youths. Through
intake services, the Division decides for which juve-
niles court proceedings would be appropriate. The
Division also determines whether or not youths
who do not go to court should be placed on pro-
bation or committed to a State institution. The
Division supervises delinquent youths during pro-
bation and after their release from a State institu-
tion.

INSTITUTION AND DETENTION
SERVICES DIVISION

The Institution and Detention Services Division
was created in 1987. The Division oversees the
Charles H. Hickey, Jr. School, and four detention
centers for juveniles awaiting trial. These detention
centers are Boys' Village of Maryland; J. DeWeese
Carter Center; Alfred D. Noyes Children's Center;
and Thomas J. S. Waxter Children's Center. The
Division also is responsible for youth centers for
older boys committed by the court. In addition, the
Division oversees residential programs in Baltimore
City for youth committed by the court. These pro-
grams include the Maryland Youth Residence Cen-
ter; Patterson House (Girls' Group Home); and
Group Home for Boys.

CHARLES H. HICKEXJR. SCHOOL

The Charles H. Hickey Jr. School originated in
1850 as the House of Refuge (Chapter 374, Acts
of 1850). In 1910, it was renamed Maryland School
for Boys. The School became Maryland Training
School for Boys in 1918 (Chapter 300, Acts of
1918). In 1985, the School was renamed after
Charles H. Hickey, Jr., who served as Sheriff of
Baltimore County from 1974 to 1984 (Chapter
245, Acts of of 1985).

The School serves as a detention center for
youth awaiting trial and as a training school for
youth committed by the court. The School cares for
and trains delinquent boys between the ages of
fifteen and seventeen (Code 1957, Art. 83C, sec.
2-117).

consent: Florence Bailey; Marion A. Bell; Edward
L. Blanton; Elizabeth Brownell; Patricia A.
Hanges; Charles J. Kehoe; Joy Koletar; Pat
McFaul; Donald Raynor; Katherine Tyler. Terms
expire 1991.

With Senate advice and consent, the Governor
appoints the Committee's twelve members. Autho-
rization for the Committee continues until July 1,
1991 (Code 1957, Art. 83C, sec. 2-119.1).
