Department of Housing and Urban Development
(Code 1957, Art 83B,secs 6-201 through 6-208)
The Model Performance Building Code was
adopted in 1971 (Chapter 663, Acts of 1971) The
basis of the State's Model Performance Code is the
Building Officials and Code Administrators Inter
national National Building Code (BOCA) The
General Assembly intends for this code eventually
to be adopted throughout the State so builders may
adapt their construction practices to a single set of
modern, performance-oriented standards
Provisions to promote energy conservation in
building construction were established by the
Maryland Energy Conservation Building Standards
Act in 1981 (Code 1957, Art 78, sec 54J)
The Building Codes Administration administers
the Safety Glazing Law (Chapter 116, Acts of
1973) The law requires the use of safety glazing in
certain locations in new buildings (Code 1957, Art
83B, sees 6-301 through 6 306)

The Advisory Commission on Industrialized
Building and Mobile Homes was formed in 1971
(Chapter 662, Acts of 1971) The Commission
makes recommendations to the Secretary ofHous
ing and Community Development on rules and
regulations prescribing standards for the construc-
tion of industrialized building units and mobile
homes The same act provided for the inspection of
the manufacturing facilities and the assemblies
being produced
The Commission submits an annual report to
the Secretary on rules, regulations, and programs
relating to the Industrialized Building and Mobile
Homes Act of 1971
The Commission comprises fifteen members ap
pointed to three-year terms by the Secretary of
Housing and Community Development The
Commission includes representatives of industries
and professions involved in the development and
construction of industrialized buildings and mobile
homes Persons are selected from building code
enforcement agencies, architectural and engineer-
ing associations, building construction trades, the
contracting and manufacturing industry, legislative
bodies of local government, the financial industry,
and the public (Code 1957, Art 83B, sec 6-205)

Housing and Community Services Programs
provides technical assistance as well as grants and
loans This aid is available to local governments, small
developers, and nonprofit organizations to help secure
and preserve affordable housing and provide com-
munity services to Marylanders of low and moderate
income The programs are administered through three
Offices Community Services, Special Projects, and
Weathenzanon Assistance

The Office of Community Services administers the
Community Services Block Grant Program Formerly
in the Department ofHuman Resources, the Program
came under the Department of Housing and Com-
munity Development in 1987 Block Grant funds are
granted for administrative and program costs to local
agencies that serve the poor of their communities
These funds are allocated to twelve community action
agencies and seven limited purpose agencies operat-
ing in the State
Agencies funded by the Community Services
Block Grant Program include Allegany County
Human Resource Development Commission, Inc.,
Anne Arundel County Economic Opportunity Corn
mittee, Inc , Baltimore City Urban Services Agency,
Community Assistance Network of Baltimore Coun-
ty, Inc , Human Services Program ofCarroll County
Inc, Dorchester Community Development Corp ,
Frederick Community Center, Garrett County Com-
munity Action Committee, Inc , Harford Interfaith
Community Services, Howard County Community
Action Council, Inc, Montgomery County Corn
muruty Action Agency, Washington County Corn
munity Action Council, Inc , Maryland Food
Committee, Maryland Rural Development Corp ,
Neighborhood Service Center, Inc , Shore Up', Inc,
Southern Maryland Tn-Councy Community Action
Committee, Inc , Spanish Speaking Community of
Maryland, Inc , United Communities AgainstPoverty
Through administration of the State's Com-
prehensive Homeless Assistance Plan as well as the
Emergency Shelter Grant Program and the Emergency
Community Services Homeless Program for local
governments and community action agencies, the
Office provides funds for emergency shelters and
services are provided to persons without a home
The Office also provides local neighborhood groups
with operating assistance under the Neighborhood
Housing Services Program
