The Assistant Secretary for Administration is
responsible for fiscal and supportive services, informa-
tion management, personnel services, licensing and
watercraft registration, and internal audit for the
Department.

LICENSING & WATERCRAFT
REGISTRATION SERVICE

Licensing and Watercraft Registration Service is-
sues State hunting, fishing and boating licenses and
collects certain exdse taxes. The Service operates
regional service centers in Bel Air, Centreville, Cum-
berland, Prince Frederick, Salisbury, Annapolis, and
Baltimore for the convenience of license applicants.

The Assistant Secretary for Public Lands over-
sees five programs: State Forest and Park Service,
Program Open Space, Greenways and Resources
Planning, Engineering Services, and Enterprise
Development. The Assistant Secretary also is
responsible for the Maryland Environmental Trust,
and the Scenic and Wild Rivers Review Board.
The work of Public Lands is aided by several
advisory committees, among them are the following:

DEEP CREEK LAKE ADVISORY & REVIEW
COMMITTEE

The Committee advises the Secretary of Natural
Resources on matters relating to the Deep Creek Lake
Recreation Maintenance and Management Fund and
the Deep Creek Lake Management Program.
The Committee is composed of seven members.
They include the member of the House of Delegates

Department of Natural Resources/405

representing Legislative District 1A; the president
of the Deep Creek Lake Property Owners' Associa-
tion or designee; the president of the Deep Creek
Lake Business Association or designee; the chair-
pel-son of the Garrett County Board of County
Commissioners or designee; and three persons ap-
pointed by the Garrett County Board of County
Commissioners (Code Natural Resources Article,
sec. 5-216).

PROGRAM OPEN SPACE ALLOCATION COMMITTEE

Appointed by Governor: R. Charles Avara; Lem Kirk;
R. ClaytonMitchell, Jr.; L. Clements Nixon; Lome
C. Rickert; Hugh B. Robey; Charles H. Smelser;
one vacancy.

The Committee prepares and adopts an appor-
tionment formula by which local governments
receive a percentage of total funds available to
acquire land for public recreation (Code Natural
Resources Article, sec. 5-903 (c)).

SUSQUEHANNA RIVER WATERSHED ADVISORY
BOARD

Vacancy, Chairperson

Appointed by Governor with Senate advice & consent:
John J. Hostetter, Jr.; John E. Hughes, Jr.

General Assembly members: William H. Amoss;
Ronald A. Guns; Ethel A. Murray; one vacancy.

Ex officio: Clifton L. Buckworth, President, Cecil
County Board of County Commissioners; Eileen
M. Rehrmann, Harford County Executive.

The Susquehanna River Watershed Advisory
Board was created in 1990 (Chapter 711, Acts of
1990).
The Board advises State and local government
agencies as well as interested groups on main-
tenance of the Susquehanna River Watershed,
protection of its environment and ecology respon-
sible uses of park areas, and master plans for parks
in the Watershed area. The Board also advises on
coordination of various activities of State, county
and municipal agencies and other groups in the
Watershed.
The Board consists of nine members. Three are
appointed to four-year terms by the Governor with
Senate advice and consent. A senator and a delegate
from Cecil County and a senator and delegate from
Harford County also serve on the Board with the
President of the Cecil County Board of Commis-
sioners and the Harford County Executive (Code
Natural Resources Article, sees. 8-1501 through
8-1506).
