Formed in 1971, the Maryland State Advisory
Council on Vocational-Technical Education was
reconstituted as the State Council on Vocational-
Technical Education in 1985 (Chapter 4, Acts of
1985). The 1985 law brought the State into con-
formity with the federal Carl D. Perldns Vocational
Act, which was superseded in 1991 by the federal
Carl D. Perldns Vocational and Applied Technology
Education Act. All states desiring federal financial
assistance under these acts are required to establish
state councils whose composition and duties are
denned in the federal law.
Maryland's Council is an independent State
agency Ir reports to the Governor, the business
community, and the general public on State policies
to strengthen vocational education and encourage
private sector initiatives in modernizing programs.
The Council also advises the State Board of Educa-
tion on developing State plans for vocational-tech-
nical education. Prior to submission to the U.S.
Secretary of Education, these State plans and their
amendments are reviewed and commented upon,
for the record, by the Council.
The Council studies reports and makes recom-
mendations to the State Board of Education on
equal access to quality vocational-education
programs, the availability of vocational-technical
activities and services in Maryland, and the forma-
tion of technical committees. Similarly it evaluates
programs that emphasize the use of businesses and
labor organizations; correctional education
programs; procedures that encourage local
provision of vocational-technical education; and
policies that strengthen these programs, particular-
ly for the handicapped.
The Coundl consults with the State Board ofEduca-
tion on assessment criteria for vocational programs; the
appointment of a State Committee of Practitioners; and
supplementary grants from the federal government fbr
fadlities, equipment, and other improvements.
The Council also evaluates the distribution of all
vocational education funds in Maryland; distribu-
tion of financial assistance between secondary and
postsecondary programs; adult training, retraining,
and employment development program designs;
and industry/education partnerships for occupa-
tional training in high technology.
At least every two years, the Coundl evaluates the
vocational education, employment and training
programs that receive aid from the federal Peridns Act
and the Job Tiainmg fartnership Act and mafces recom-
mendations to the State Board of Education on their
cootdinaoon. The Coundl also is required biennially to

report those findings and recommendations ID the
Governor, the State Board of Education, the
Governor's Employment and Training Coundl, the
U.S. Secretary of Education, and the U.S. Secretary
of Labor.
Appointed by the Governor, the Coundl consists
of thirteen members who serve three-year terms (Code
Education Artide, sees. 21-101 through 21-106).

Established in 1782, Washington College is a
coeducational liberal arts and sciences college
(Chapter 8, Acts of April Session 1782).
The College is governed by a board of thirty-six
members named The Visitors and Governors of
Washington College in the State of Maryland. The
Governor appoints twelve members. Alumni of the
College elect twelve additional members, and the
Board of Visitors and Governors itself selects
another eleven. The final member is the College
President, who is elected by the Board. Members
serve six-year terms (Chapter 594, Acts of 1986).
