The Joint Committee on Chesapeake Bay Critical
Areas began in 1984 (Chapter 794, Acts of 1984).
Periodically, the Committee meets with the
Chesapeake Bay Critical Area Commission to review
the progress of the critical areas program for the Bay.
The Committee consists of ten members: five
senators appointed by the Senate President and five
delegates appointed by the House Speaker (Code
Natural Resources Article, sec 8-1808)

The Joint Committee on Federal Relations
originated in 1937 as the Maryland Commission
on Intergovernmental Cooperation (Chapter 331,
Acts of 1937) The Commission was reorganized
under its current name in 1983 (Chapter 401, Acts
of 1983). The Committee monitors and evaluates
the relations between State and federal government
and the impact on the State, local government, and
Maryland citizens of proposals to alter those rela-
tions. It keeps State legislative and executive offi-
cials informed of federal relations and the impact of
proposals for change. The Committee serves also
as a forum for considering certain State-local issues.
To advance cooperation between the State and
other units of government, the Committee pro-
poses enactment of uniform or reciprocal laws, and
adoption of compacts and uniform or reciprocal
administrative rules. The Committee endorses co-
operation of governmental agencies, and the ex-
change and clearance of research and information.
By law, the Committee has sixteen members.
Eight are senators appointed by the Senate Presi-
dent and eight are delegates appointed by the
House Speaker. The Senate President and House
Speaker name the chair and vice chair (Code State
Government Article, secs. 2-901 through 2-906).

The Jomt Committee on Health Care Delivery
and Financing was created in 1992 (Chapter 395,Acts
of 1992) Legislators from standing committees with
diverse jurisdictions that affect health care join to-
gether on this committee to consider and study Mary
land health care delivery and financing The
Committee oversees and studies health care issues,
including access to health care, retention of the Medi
care waiver, the Medical Assistance Program (Medi
caid), cost containment mechanisms, health insurance
coverage, and shortages of health care labor
Of the Committee's fourteen members, seven
are senators chosen by the Senate President, and
seven are delegates appointed by the House
Speaker The Senate President and House Speaker
jointly appoint a senator and a delegate as co chairs
(Code State Government Article, sec 2 10A 02)

LEGISLATIVE ETHICS

The Joint Committee on Legislative Ethics was
formed in 1972 (Chapter 5, Acts of 1972). The
Committee renders advisory opinions and promul-
gates rules of legislative ethics with respect to con-
flicts of interest governing members of the General
Assembly. These rules apply year-round.
The Committee consists of twelve members: six
from the Senate, six from the House of Delegates
chosen respectively by the Senate President and
House Speaker, who also serve ex officio and ap-
point the chairs. At least one member of the Senate
and one of the House are chosen from the party of
the Minority Leader (Code State Government Ar-
ticle, secs 2-701 through 2-707).
