The Joint Committee on the Management of Public
Funds started in 1973 (Chapter 635, Acts of 1973). The
Committee reviews policies and procedures of the State
Treasurer on the investment and management of State
funds in the Treasury, State funds not in the Treasury
(excluding retirement system funds), and public funds
invested and managed by local government.
The Committee has eight members: four senators
named by the Senate President, four delegates chosen by
the House Speaker. The chair and vice-chair are named
jointly by the President and Speaker (Code State Gov-
ernment Article, secs. 2-801 through 2-806).

Committee on recommendations on fiscal goals
for State budget to be considered at next regular
session of General Assembly due Dec. I.
Established in 1982, the Spending Affordability
Committee studies and reviews the status and pro-
jections of State revenues and expenditures and the
status and projections of the Maryland economy
(Chapter 585, Acts of 1982). The Committee's
purpose is to limit the rate of growth of State
spending to a level that does not exceed the rate of
growth of the State's economy.
Annually, the Committee recommends to the
Governor and Legislative Policy Committee the
fiscal goals of the State government budget to be
considered at the next General Assembly session.
Committee recommendations cover levels of State
spending, new debt authorization, and State per-
sonnel, as well as how any surplus may be used.
The Committee includes the Senate President
and House Speaker; chairs of the Senate Budget
and Taxation Committee and House Appropria-
tions Committee; the majority and minority leaders
of the Senate and House or their designees; and an
equal number of other senators and delegates cho-
sen by the President and Speaker (Code State Gov-
ernment Article, secs. 2-1001 through 2-1010).

The Special Joint Committee on the Vehicle Emis-
sions Inspection Program was created in 1979 when
the Motor Vehicle Emissions Inspection Program
(VEIP) was established within the Motor Vehicle Ad-
ministration (Chapter 421, Acts of 1979). The Com-
mittee was not active, however, until 1988 when the
Program was continued (Chapter 108, Acts of 1988).
The Committee consults with the Secretary of
the Environment and the Secretary of Transporta-
tion on the administration of the Motor Vehicle
Emissions Inspection Program. The Committee
also advises them on any contract made by the
Motor Vehicle Administration and the Secretary of
the Environment for administering the Program.
The Committee is composed of three senators
appointed by the Senate President and three dele-
gates appointed by the House Speaker (Code
Transportation Article, sec. 23-203(c)).

The Workers' Compensation Benefit and Insurance
Oversight Committee began in 1987 (Chapter 590,
Acts of 1987). The Committee evaluates and examines
the structure for workers' compensation and benefits
in Maryland. The Committee also monitors the effects
on that structure of the changes enacted by Chapters
590 and 591, Acts of 1987. To enable the Committee
to carry out its function, the Maryland Insurance
Commissioner and the Workers' Compensation Com-
mission submit an annual report to the Committee,
cooperate with and keep the Oversight Committee
fully informed as to the condition of workers' compen-
sation benefits and insurance in Maryland. Committee
members are appointed by the Senate President and House
Speaker, who name the chair.
