XXIV.
Persons aggrieved
may
appeal, &c. |
LAWS of MARYLAND.
XIV. And,
for the greater security of the subject, Be
it enacted, That if any
person or persons shall conceive him or themselves aggrieved by any judgment
given
in consequence of this act, it shall and may be lawful for such person
or persons
to appeal to the next county court, which said appeal shall be allowed
by
the wardens or magistrate, upon sufficient security given for prosecuting
the same. |
Wardens may
choose a treasurer,
&c. |
XV. And be it
enacted, That the wardens may choose a treasurer, who is
hereby empowered and required to receive all monies arising in virtue of
this act,
and to keep an account of all monies received and paid by virtue of said
act; and
the treasurer is hereby required to give a bond, with one or more sufficient
sureties,
to be approved of by said wardens, to the said wardens, in the penalty
of
three thousand pounds, with condition for the payment of all such monies
as
shall come to his hands by virtue of this or any other act; and said treasurer
shall
yearly, or oftener if required, bring in a state of his accounts, and settle
the same
with the wardens, which account, so settled and approved of by said wardens,
shall be published annually in the Baltimore news-paper. |
Wages, &c.
to be paid out
of monies,
raised, &c. |
XVI. And be
it enacted, That the wages of said wardens, a commission to
the treasurer, which commission shall be six-pence in the pound on all
monies
received in virtue of this act, the salary of the clerk, and all other
expences necessarily
arising out of this act, may and shall be paid out of the monies raised
by
virtue of this act. |

CHAP. XXVI.
An ACT to invest the United States in congress assembled, with
a power to levy, for the use of the United States, certain
duties
on imported foreign goods, wares and merchandises, as
a fund
for the payment of the debt contracted by congress during
the
late war. |
| Preamble. |
WHEREAS congress, by a resolution dated the eighteenth
of April,
seventeen hundred and eighty-three, have recommended to the several
states to pass laws, investing the United States in congress assembled
with a power to levy certain duties on imported foreign goods, wares and
merchandise,
as a fund for the payment of the debt contracted by congress during
the late war; and the measure appearing to this general assembly to be
absolutely
necessary: Therefore, |
Congress may
levy duties,
&c. |
II. Be it enacted,
by the general assembly of Maryland, That the United States
in congress assembled be, and they are hereby invested with a power to
levy the
following duties on the following enumerated articles, imported into this
state
from any foreign port, island or plantation, to wit: Upon all rum
of Jamaica
proof, per gallon, four ninetieths of a dollar; upon all other spirituous
liquors,
per gallon, three nineteenths of a dollar; upon Madeira wine, per gallon,
twelve
ninetieths of a dollar; upon all other wines, per gallon, six ninetieths
of a dollar;
upon common bohea tea, per pound, six ninetieths of a dollar; upon all
other
teas, per pound, twenty-four ninetieths of a dollar; upon pepper, per pound,
three ninetieths of a dollar; upon brown sugar, per pound, half a ninetieth
of a
dollar; upon loaf sugar, per pound, two ninetieths of a dollar; upon all
other
sugars, per pound, two ninetieths of a dollar; upon molasses, per gallon,
one
ninetieth of a dollar; upon cocoa and coffee, per pound, one ninetieth
of a dollar;
and upon all other goods, wares and merchandise, of foreign growth or
manufacture, imported into this state from any foreign port, island or
plantation,
a duty of five per cent. ad valorem, at the time and place of importation. |
Governor and
council to appoint
collectors,
&c. |
III. And be
it enacted, That the governor and council are hereby authorised
to appoint proper persons to collect the duties aforesaid, at such convenient
places within this state as congress shall direct, provided that the general
assembly,
at their next session that shall happen thereafter, may confirm such appointments, |
