161 tried all questions by the standard of right and wrong with certainty and precision. That public office is a public trust, which shall neither be bargained for or sold, and that political suffrage is also a public trust to be exercised for public good, and not for personal emolument. These are the principles which I understand to have enunciated by the late popular decision and of which Cleveland and Hendricks are the apostles and exponents. The President elect, by his life, his principal and his acts, has illistrated and enforced them. Under his leadership the Union will enter upon its second Century strengthened by experience, tried by many ordeals, and fortified by the support of an enlightened and patriotic citizenship cooxtensive with the whole Country. The inspiration of the fathers will again direct the children, and with an honest government, administered by honest men, under the Constitution, lovers of liberty in all the world will join us and our Children and our children's children in one prayer: The Constitution and the Union may it be perpetual. On motion by Mr. Keedy Harry E. Mann Esq. of Baltimore City (one of the Electors) was elected Secretary. On motion by Mr. Keating a Committee of two was appointed to wait upon the Governor and inform him of the organization of the College. The Chair appointed Mess. Keating and Spalding as said Committee. The Committee appointed to wait upon the Governor and inform him of the organization of the College returned and reported that His Excellency the Governor would send a Communication to the College in a few moments. The following Communication to as received from His Excellency Governor Robert M. McLane by the hands of George B. Milligan Esq. Secretary of State. By the Governor of Maryland City of Annapolis This is to certify that the following is a true and correct list of the names of all the Electors of the President and Vice President of the United States for the next ensuing regular term of the respective offices thereof, being Electors duly and legally appointed by and for the State of Maryland, having each received a majority of the votes cast for Electors at the election in the State of Maryland, held in accordance with Law, on the fourth day of November, A. D. 1884; this Certificate being furnished as directed by law, by the Executive Authority of said State. Thomas I. Keating of the County of Queen Ann's Bradley T.
