hospital shall be vested with the same powers now exercised by superin-
tendents of State hospitals for mental diseases within this State with refer-
ence to the retention of custody of the veteran so committed. Notice of
such pending proceedings shall be furnished the person to be committed
and his right to appear and defend shall not be denied.

75. When a minor ward for whom a guardian has been appointed
under the provisions of this sub-title or other laws of this State shall have
attained his or her majority, and if incompetent shall be declared compe-
tent by the Bureau and the court and when any incompetent ward, not a
minor, shall be declared competent by said Bureau and the court, the
guardian shall upon making a satisfactory accounting be discharged upon
a petition filed for that purpose.

Any possible invalidity of this section would not affect the rest of the sub-title, as
provided by sec. 79.

76. This sub-title shall be construed liberally to secure the beneficial
intents and purposes thereof and shall apply only to beneficiaries of the
Bureau.

81. A Veterans' Relief Fund of not less than Ninety Thousand
($90,000) Dollars, of which amount not more than Fifteen Thousand
($15,000) Dollars may be expended for administrative purposes, includ-
ing salaries, for the purpose of providing the necessities of life for such
Maryland Veterans of the World War or of any other war, or the widows
and infant children of such Veterans as are sick, disabled or indigent, and
who are without means to pay for said necessities or for proper care, and
for the purpose of providing the necessary funeral expenses of such Vet-
erans, and for the further purpose of providing reasonable compensation
