1935, ch. 596, sec. 34.

35. It shall be the duty of the superintendent of State Police bi-ennially
after June 1, 1935, to submit to the Governor of the State a full report on
the state and condition of the system; this report shall include a full
record of all persons retired under this sub-title, the rate of pay respec-
tively given them, and also an estimate of the sum required for future
requirements in accordance with the provisions of this sub-title until the
next budget appropriation becomes effective. And it is further provided
that the Governor of the State may upon receipt of the report from the
superintendent of State Police recommend such future increases in the
appropriation as he may deem necessary for the proper administration of
this sub-title.

Teletypewriter System.

1937, ch. 406, sec. 36.

36. A Police Communication Bureau is hereby created which shall
establish a basic, coordinating police communication system of teletype-
writer communication, operating through sending and receiving stations,
or receiving stations, only, and such associated equipment as may be neces-
sary, at the headquarters of the Department of the Maryland State Police
and at such sub-stations or detached posts of the State Police as shall be
designated by the Superintendent of State Police, for the purpose of
prompt exchange, collection and distribution of information throughout
the State of Maryland, as the police problems of the State may require.
The Bureau is hereby authorized and empowered to connect the said sys-
tem, directly or indirectly, with similar systems in this or other states.

1937, ch. 406, sec. 37.

37. The teletypewriter system herein provided for may be made avail-
able for use by any department or division of the State government, and
by any county, municipal, town, village, railroad or other special police
department lawfully maintained by any corporation in this State. Connec-
tion to this system may be made by any county, municipal, town, village
or other police department maintaining offices which are operating and
open for business twenty-four hours per day or which the Bureau deems
to be strategically located (that is, on a main highway, at a bridge, ferry,
or at any other outlet from the State), subject to the following terms and
conditions:

a. Application for permission to connect with the system shall be made
to the Superintendent of the Department of State Police, on forms pro-
vided by him.

b. Such application may be approved by the said Superintendent, if
in his sole discretion, he believes such connection is requisite and neces-
sary for the best interests of the entire system.

c. Upon approval of such application and before the applicant shall
be connected with the teletype system, such applicant shall agree to observe
any rules or regulations which have been or may be issued and adopted
by the Superintendent of the Department of State Police for the efficient
operation of the system; and the said Superintendent is hereby authorized
and empowered to make such reasonable rules and regulations as in his
judgment are necessary and proper for carrying out the purposes of this
subtitle, said rules and regulations, when duly enacted and published not
