Mr. Brown, from the Committe on Judicial Proceed-
ings, reported favorably

Senate bill entitled an Act to regulate the procedure
in prosecutions for cruelty to animals.

With the following proposed amendments:
AMENDMENTS PROPOSED.

Amend section 2 by adding at the end thereof
the following, to follow the words "Baltimore City: "
in case there shall be no society of a similar character
in the county, city or town wherof the offence shall
have been committed, in which latter event the said
one-half the fine shall be paid to the said local
society.

Amend by striking out section 3 of the bill and in-
serting in lieu thereof:

Section 3. And be it enacted, That the Justice of
the Peace before whom any party accused shall be
brought for his action under the provisions of this
Act shall, before proceeding to try and determine the
case, make known to such party his right to a trial
before the court having criminal jurisdiction afore-
said, and shall obtain from such party a written
waiver of said right, signed by such party, to be plead
among the proceedings in the case, and to be noted
on the docket of said justice.

Amended by adding the following section, to be
number 4:

Section 4. And be it enacted, That this Act shall
take effect from the date of its passage.

Which were adopted.

Said bill, as amended, was read the second time,
and ordered to be engrossed for a third reading.

REPORTS OF SELECT COMMITTEES.

Mr. Hayes, from a Select Committee, reported favor-
ably,

Senate bill entitled an Act to repeal and re-enact
with amendments section 149, of Article 4, of the Code
of Public Local Laws, title "City of Baltimore, " sub-
title "'Coroners' Inquest and Dead Bodies, " as re-
enacted by chapter 207 of the Acts of 1890.
