There are questions involving the problem of

a governor elected on a partisan ticket and the legislature

elected on a nonpartisan ticket. So, if you are interested

on Page 13, I believe, was the fact that unicameralism

results in higher standards for the introduction of bills.

function of several things. One would be the length of

the session. It is possible that it would be a function

of the number of legislators. Nebraska's experience in

a relatively severe limitation on the introduction of
|

bills after a certain number of legislative days. In
