VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1807. 69
MONDAY, December 21, 1807.

THE house met. Present the same members as on Saturday. The proceedings of Saturday were read,

The bill authorising and directing the sales of certain lands lying in Worcester county, and belonging to Wil-
liam Fleming, deceased, the bill for recording certain wills in the register's office of Worcester county, the fur-
ther, supplement to the act, entitled, An act relating to the public roads in Queen-Anne's county, the resolution
in favour of John Wilkins, and the resolution in favour of Gassaway Watkins, were sent to the senate by the
clerk.

ORDERED, That the message relative to an address to the president of the United States be withdrawn,

The following message was read.
By the HOUSE of DELEGATES, December 21, 1807.
Gentlemen of the Senate,

WE concur with you in the opinion that it would be expedient to appoint a joint committee of both branches
of the legislature to prepare an address to the president of the United States, and on the part of the house of
delegates Messrs. ——— are appointed to join the members chosen by the senate for that purpose.

The house proceeded to ballot for said committee, and the ballots being deposited in the ballot box, the gen-
tlemen named to strike retired, and after sometime returned and reported, that Mr. T. B. Dorsey, Mr. Bruce,
Mr. Tabbs, Mr. Kerr and Mr. Mitchell, were elected.

The question was then put, That the house agree to the said message? Resolved in the affirmative; which
was sent to the senate by the clerk.

Mr. P. Spencer has leave of absence.

A petition from Rebecca English, of Montgomery county, praying to be supported out of the poor-house, was
preferred, read, and referred to Mr. Ray, Mr. Carroll and Mr. Linthicum, to consider and report thereon.

Petitions from Denwood Hicks and William Ennalls, of Dorchester county, praying a further time for the
payment of a balance due by each of them to the state, were preferred, read, and referred to Mr. Henry, Mr.
Frazier and Mr. Dennis, to consider and report thereon.

Mr. Kerr, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the memorial of Nicholas Brewer, Esquire, register In chancery, beg
leave to report, that they have duly considered the same, and are of opinion that the prayer of the memorialist
is reasonable, and ought to be granted; they therefore submit the following resolution:

RESOLVED, That the governor and council be and they are hereby authorised and directed, to cause the
unappropriated room in the west corner of the stadt-house to be fitted up and prepared for the office of the re-
gister in chancery, and that the expense thereof be paid out of the treasury by a draught drawn on the treasu-
rer of the western shore by them for that purpose.

Which was read.

Mr. Page, from the committee, delivers to the speaker a bill, entitled, An act to confirm a certain road there-
in mentioned; which was read the first time and ordered to lie on the table.

A petition from George Handy, register of wills, and William Done, clerk, of Somerset county, praying that
they may have public offices built at the expense of the county, was preferred, read, and referred to Mr. Winder,
Mr. Gale, of Somerset, and Mr. Jackson, to consider and report thereon.

A petition from Joshua C. Higgins, of Anne-Arundel county, praying he may be authorised to collect the ba-
lances due Jasper E. Tilly, as sheriff, was preferred, rend, and referred to Mr. Merriken, Mr. Belt, Mr. Shaaff,
Mr. O. Williams and Mr. Carroll, to consider and report therein.

The bill to lay out and make public a road in Queen-Anne's county, was read the second time, passed, and
sent to the senate by the clerk.

A petition from sundry inhabitants of Dorchester county, praying a law may pass to prevent any person from
fixing wears or hedges across Cabin creek, was preferred, read, and referred to Mr. Dennis, Mr. Henry and
Mr. Frazier, to consider and report thereon.

Mr. Biggs, from the committee, delivers to the speaker the following report:

THE committee to wham was referred the petition of Martha Gandy, of Frederick county, report,, that they
have taken the same into consideration, and are of opinion that the facts therein set forth are not sufficient to
induce this house to grant the prayer thereof, and that the said Martha Gandy have Leave to withdraw her peti-
tion.

All which is submitted.

Which. was read the first and second time by especial order and concurred with.

A petition from Mary Watkins, of Montgomery county, praying to be supported out of the poor-house, was
preferred, read, and referred to Mr. Ray, Mr. Darne and Mr. Linthicum, to consider and report upon. thereon.
