SATURDAY, December 3, 1808.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.

The resolution in favour of William Dawson was sent to the senate by the clerk.

Mr. Neale has leave of absence. Mr. Welch appears in the house.

Mr. Chapman, from the committee, delivers to the speaker the following report:

THE committee to whom was referred all such parts of the communications of the executive as refer to the
resolution, of the legislature of Virginia, proposing an alteration to the constitution of the United States, by
which " the senators in the congress of the United States may be removed from office by the vote of a majority
of the whole number of members of the respective state legislatures, by which the said senators have been, or
may be appointed, " report, that they have considered the same, and are of opinion that it would be highly im
politic and inexpedient for the legislature of this state to endeavour to obtain such an amendment to the con-
stitution of the United States; they therefore recommend the following resolution:

RESOLVED, That the alteration proposed to the constitution of the United States by a resolution of the gene-
ral assembly of the state of Virginia, on the ninth day of February, one thousand eight hundred and eight, so
as " to render the senators in the congress of the United States removeable from office by the vote of a majority
of the whole number of the members of the respective state legislatures, by which the said senators have. been,
or may be appointed, " be and the same is hereby disapproved by the legislature of this state, and that the sena-
tors and representatives in the congress of the United States from this state be and they are hereby requested
to oppose the said alteration; and the governor of this state is hereby requested to transmit to each of the sena-
tors and representatives in congress from this state a copy of this resolution, and to the executive of each state
a copy of the said resolution that the same may be submitted to the consideration of the legislatures of the
several states, with a request to oppose the said alteration.

Your committee further report, that they have considered the resolution of the legislature of the state of
Delaware, being also part of the communication of the executive submitted to the committee, disapproving the
alteration proposed to the constitution of the United States by a resolution of the general assembly of the state
of Vermont, on the sixth day of November, one thousand eight hundred and seven, so as " to empower the
president of the United Stales to remove from office any of the judges of the courts of the United States upon
address to him made for that purpose, by; a. majority of the house of representatives and two thirds of the senate,
in congress assembled; " and concurring in opinion with the legislature of Delaware} that the alteration proposed
would be inexpedient, they submit the following resolution:

RESOLVED, That the resolution of the legislature of the state of Delaware, disapproving the resolution of the
legislature of the state of Vermont, proposing an alteration to the constitution of the United States, so as to
empower the president of the United States to remove from office any of the judges of the courts of the United
States, upon address to him made for that purpose, by a majority of the house of representatives, and two thirds
of the senate, in congress assembled, be and the same is hereby approved by this legislature, and that the sena-
tors and representatives in the congress of the United States from this state, be and they are hereby requested
to oppose the said alteration; and the governor of this state is hereby requested to transmit to each of the se-
nators and representatives in congress from this state, a copy of this resolution, and to the executive of each
state a copy of the said resolution, that the same may be submitted to the consideration of the legislatures of the
several states, with a request to oppose the-said alteration.

All which is submitted.
