1736 VETOES.

Chapter 439 (House Bill 664). This bill, giving the Sheriff
and other peace officers of Harford County the right of search
and seizure under certain conditions in connection with the
violation of the local law relating to alcoholic beverages, is
being vetoed for the same reason as Chapter 259 above.

STATE BOARD OF EDUCATION.

Chapter 192 (Senate Bill 230). By the terms of this bill,
members of the State Board of Education would be selected by
circuits instead of from the State at large as at present. While
it is not difficult to understand the desire of citizens from one
part of the State or another to feel that they have representa-
tion on this important Board, it is more desirable to have
absolute freedom of choice in the selection of the very best
persons whose selection is dictated alone by considerations of
interest in education and special qualifications for School
Board membership.

If membership on the Board were confined to representa-
tives from various circuits these individuals would naturally
feel that they were the chosen representatives of a particular
section or locality instead of being committed to the duty of
handling educational matters on a State-wide basis. It would
seem poor policy to deny the State the service of a public
spirited person, exceptionally qualified, just because that per-
son happened to reside in a particular section of the State
where another member of the Board resided. Singularly, the
one appointment I have made to the State Board of Education
was that of Mr. Tasker G. Lowndes who has been rendering
valuable services to the State in this field. Yet another mem-
ber of the Board came from his particular circuit.

Furthermore, I feel that the bill is unnecessary because
where circumstances justify, I intend to give earnest considera-
tion to the selection of available persons from large areas of
the State from which no present member comes. In other
words, I feel that any worthy purpose can be served by the
Governor's selection rather than by legislative mandate. I
am therefore, vetoing this measure.

TOBACCO.

Chapter 710 (House Bill 231). In a bill which has been
approved, licenses for the buying and selling of leaf tobacco
are provided for. Under the terms of this proposed measure
(House Bill 231) a definite method for the procurement
of the licenses is set up, but if this bill were also signed,
two sets of licenses would probably be required. This would
