the main purpose of the proposal. From the time the bill
was enacted inquiry has failed to disclose the individuals who
constitute the Baltimore County Fair Association as no such
organization ha$ been known to exist.

I made efforts to have interested parties appear at a public
hearing of which I gave notice but no person presented himself
to show whether this supposed organization could meet the
conditions established for the conduct of agricultural fairs.

The strongest opposition has been registered by the Mary-
land State Fair Board, the Farm Bureau, the Maryland State
Fair and Agricultural Society and other interested groups.
It is urgently suggested that the inclusion of another racing
association would interfere seriously with the Timonium Fair
which has already attained nation-wide prominence as a well-
conducted agricultural fair. Furthermore, Timonium for many
years has been designated as the official State Fair of Mary-
land. The law requires that the organization sponsoring the
Fair should pay the sum of $5, 000 in premiums for the agri-
cultural exhibitions. In this connection the State Fair Board
has annually allocated the sum of $29, 000 to enable Timonium
to have the most attractive exhibits and the officials believe
that another fair in competition would not be for the best
interests of the people of the State.

With such strong opposition and with no one appearing in
favor of the bill, I feel that I must disapprove it.

REGISTER OF WILLS.
SENATE BILL 424.

AN ACT to add a new section to Article 93 of the Annotated
Code of Maryland (1943 Supplement), title Testamentary
Law", sub-title "Register of Wills", said new section to be
known as Section 287A and to follow immediately after Sec-
tion 287 of said Article, authorizing the State Comptroller
to fix the salary or compensation of employees in the office
of Registers of Wills in the several Counties and in Balti-
more City.

Senate Bill 424 authorizes the 'State Comptroller to fix the
salary or compensation of employees of offices of Register of
Wills throughout the State. Similar provisions already em-
bodied in legislation enacted in recent session were approved
by me and therefore I am vetoing Senate Bill 424.
