1992 VETOES.

RIVERDALE.
HOUSE BILL 861.

AN ACT to extend the limits of the Mayor and Common Coun-
cil of Riverdale, a municipal corporation, by including
therein a part of Prince George's County contiguous there-
to; and providing that all existing laws relating to, and all
existing ordinances passed by, the Mayor and Common Coun-
cil of Riverdale, be extended to cover and apply to such
annexed territory, and extending the Second Ward of said
town to include said annexed territory.

This bill provides for the extension of the corporate limits
of Riverdale, in Prince George's County, for the obvious pur-
pose of annexing the Engineering and Research Corporation
which is located in the immediate vicinity of the town.

The Company in question is one of the largest located in
Southern Maryland employing approximately 2400 people. The
concern, which is engaged in the manufacture of critical war
materials, operates upon property of about 100 acres which,
with its improvements, is assessed at $500, 000.

Representations were made that, inasmuch as the town of
Riverdale was subjected to expense in the maintenance of
streets, etc., used by the corporation and its employees, and,
further, that fire apparatus is maintained for possible use
at the plant, the corporation should contribute toward the
operating costs of Riverdale. Officials of the Engineering
and Research Corporation have recognized their obligations in
this respect and have been voluntarily contributing to the
Fire Department. In addition, eminent counsel for the cor-
poration has conducted negotiations with the Mayor and Com-
mon Council of Riverdale with the result that an agreement
has been effected between the parties in interest whereby pay-
ments will be made by the engineering concern to the Town
Treasury, the first payment already having been accepted.

As a result of these successful negotiations which terminated
subsequent to the adjournment of the Legislature, I am re-
quested by the Mayor of Riverdale, by the Engineering and
Research Corporation, and by the Chairman of the Prince
George's County delegation to veto the bill which action I am
now taking.
