(House Joint Resolution 8)

House Joint Resolution establishing a Commission on Pro-
gram Administration and Personnel Practices of the
State Government.

WHEREAS, hearings on budgets of state departments in
their very nature are more or less restricted to evaluation
of programs and department functions and the costs there-
of; and

WHEREAS, it is apparent from these hearings that a
professional and skilled evaluation of structure and ad-
ministration of many of these departments would be made
with profit to the departments themselves, legislators, and
the citizens of Maryland; and

WHEREAS, the Legislature recognizes the desirability
of the state government utilizing the best experience and
skill developed by industry in the fields of administration,
personnel and management; and

WHEREAS, it is the desire of the General Assembly to
utilize the leaders in industry in the fields of administration,
personnel and management to assist it in evaluating and
studying the structure, administration and management
of State departments; and

WHEREAS, while such studies ought be made of all de-
partments of State government, it is advisable that pilot
studies be made on one or two departments during the
next year to serve as a model of study and investigation for
the development of a plan for all future studies; now there-
fore be it

Resolved by the General Assembly of Maryland, That a
Commission on Program, Administration and Personnel
