sembly, these agencies should in each instance be self-supporting,
since they have been established at the request of the people they
serve and should be supported without the necessity for any subsidies
on the part of the State; and
Whereas, It is the desire of the members of the General Assembly
that these several agencies be studied in order to determine the fees
imposed and whether as a matter of fact each is individually self-
supporting; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Fiscal
Research Bureau be requested to make a complete study of the several
agencies set up within the framework of the State government to
examine and regulate various occupational and business groups, in
order to determine the amounts of fees charged in each instance and
whether the agencies are individually self-supporting; and be it
further
Resolved, That the Fiscal Research Bureau be requested to report
the results of its findings to the Legislative Council and to the mem-
bers of the General Assembly, together with recommendations for
making the several agencies individually self-supporting.

(Senate Joint Resolution 15)
Senate Joint Resolution expressing the deepest sympathy of the Gen-
eral Assembly of Maryland over the untimely passing of Miss
Jane Sauer.
The members of the General Assembly of Maryland learned with
shock and deepest regret of the untimely passing of Miss Jane Sauer
on January 16, 1956.
Since 1941 Jane Sauer had served the Legislature during every
session, regular and special, and through her work in the Depart-
ment of Legislative Reference she was known and respected by
hundreds of members of the General Assembly, past and present.
She also since 1941 served on the staff of the Legislative Council,
and in both capacities took an ardent and active part for fifteen years
in the formulation of legislation in this State.
"Miss Jane", as she was affectionately known by many, will be
long remembered and deeply mourned. In her passing the members
of the General Assembly have lost a friend and a valued associate.
