be constructed by the Military Department within the Baltimore
Metropolitan Area; and

Whereas, upon reflection the members of the General Assembly
now feel it would be unwise to take this property away from Coppin
State Teachers' College. It is the only State Teachers' College with-
in the limits of Baltimore City and thus is available to a considerable
number of students and potential students who can live at home and
have the advantages of its educational program. Because of the
normal probabilities for expansion in the size of this institution, the
members of the General Assembly now feel that Joint Resolution No.
12 should be repealed; now, therefore, be it

Resolved by the General Assembly of Maryland, That Joint Reso-
lution No. 12 of the Regular Session of 1955 be and the same is
hereby repealed.

(House Joint Resolution 18)

House Joint Resolution urging the United States Navy and Air Force
to request their pilots not to exceed the speed of sound during
military jet flights over the Delmarva Peninsula.

Whereas, In recent years, new and fast flying jet military aircraft
have been developed which travel at speeds formerly considered as
fantastic, and

Whereas, When such planes exceed the speed of sound in flight
there results a scientific phenomenon known as "breaking the sound
barrier" which results in a loud and violent booming noise in the
air which is audible for many miles, and

Whereas, This problem has become increasingly worse in the air
over the Delmarva Peninsula because of the military aircraft from
the Chincoteague Naval Air Station, Dover and New Castle Air
Force Bases, Andrews Field, Patuxent Naval Air Station and other
military installations in the vicinity of the Delmarva area, and

Whereas, Such flights through the sound barrier are necessary
in the flight training of pilots and the testing of jet aircraft and in
other experimental or research work, and

Whereas, The noise created by these flights through the sound
barrier has become highly disturbing and frightening to the residents
of the Delmarva Peninsula, and has resulted in unbelievably high
