ties, but the payments made hereunder shall be retained by the
county commissioners of said county as credits to said districts, and
shall be applied toward the cost of maintenance of such streets and
roads in the said districts so long as it has an indebtedness.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 542
(House Bill 218)

AN ACT to add two THREE new sections to Article 89B of the Anno-
tated Code of Maryland (1956 Supplement), title "State Roads",
said new sections to be known as Sections 162D (1-A) and, 162D
(1-B) AND 162D (1-C), and to follow immediately after Section
162D (1) of said Article, and to be under a new sub-title known as
"State Roads Commission Right of Way Revolving Fund", creating
a revolving fund to be used for the acquisition of future rights of
way under certain conditions, and providing for the administration
and use of said funds.; PROVIDING THAT LAND PURCHASED
OR ACQUIRED BY THE STATE ROADS COMMISSION AND
NOT USED AS A ROAD, UNDER CERTAIN CONDITIONS,
SHALL REMAIN IN THE USE OF THE SELLER OR TRANS-
FEROR UNTIL THE STATE ROADS COMMISSION DESIRES
THE USE OF THE LAND AS A ROAD.

Whereas, it is deemed desirable to create a fund to be used for the
acquisition of rights of way required for future road construction or
reconstruction projects in connection with the Twelve Year Highway
Improvement Program and the Federal-Aid Highway Act of 1956,
and

Whereas, it is the sense of the General Assembly that if such fund
is established and used for the purpose of acquiring rights of way for
future construction ahead of the scheduled right of way acquisition,
considerable savings in rights of way costs will be realized over the
next five year period, and

Whereas, it is the further sense of the General Assembly that any
temporary delay of some highway construction work annually for the
next five years will be more than off-set by the savings to the State
Roads Commission and the State of Maryland by the acquisition of
certain rights of way well in advance of construction.

Section 1. Be it enacted by the General Assembly of Maryland,
That two new sections are hereby added to Article 89B of the Anno-
tated Code of Maryland (1956 Supplement), title "State Roads",
