REPORT OF THE COMMITTEE ON RULES.

The President, from the Committee on Rules, submitted the
following report:

The Committee on Rules beg leave to report unfavorably
on the order of the Senator from Baltimore county of Feb-
ruary 4, 1916, "to increase the membership of the Standing
Committee on. Judicial Proceedings. "

The class of Bills commonly known as "Annexation Bills"
are covered by Section 4 of Article 11-A? known as the "Home
Rule, Amendment, " which contains the following language:
"Any law so drawn as to apply to two or more of the geographi-
cal sub-divisions of this State shall not be deemed a local
law, within the meaning of this article. The term 'geographi-
cal sub-division' herein used shall be taken to mean the City
of Baltimore or any of the counties of this State. "

Therefore all measures relating to more than one geographi-
cal sub-division are not local, but are properly referable to
a standing committee. Therefore your committee report against
any change in the membership of the standing committees
other than those now provided by Rule 15. However, in this
case, in fairness to the Senator from Anne Arundel county,
who is not a member of the standing committee to which
annexation Bills have been heretofore referred, your com-
mittee would recommend that for the purpose of hearing,
discussing and voting with said standing committee on any
measure affecting his county and another section of the
State, such as Senate Bill No. 135, introduced on February
7, 1916, by Senator Campbell, that he be added for such pur-
pose and for that purpose alone to the Standing Committee
on Judicial Proceedings, by special rule, which is hereto at-
tached.

voting or reporting upon Senate Bill No. 135, introduced
February 7, 1916, by Senator Campbell, and any and all
