58                               LAWS OF MARYLAND                       [CH. 41

COLLEGES AND SECONDARY SCHOOLS, AND ANY SUC-
CESSOR OR AGENCY THEREOF.

UPON THE HAPPENING OF THE CONTINGENCY HEREIN-
ABOVE SET FORTH, THE SECRETARY OF STATE SHALL
CERTIFY THAT FACT TO THE BOARDS OF TRUSTEES OF
MORGAN STATE COLLEGE AND OF THE STATE COLLEGES.
THE BOARD OF TRUSTEES OF MORGAN STATE COLLEGE
SHALL CONTINUE TO EXERCISE ITS POWERS AND BE
CHARGED WITH ITS RESPONSIBILITIES WITH RESPECT TO
SAID COLLEGE UNTIL THE FIRST DAY OF JULY NEXT FOL-
LOWING THE HAPPENING OF SAID CONTINGENCY, AT
WHICH TIME RESPONSIBILITY FOR THE GOVERNMENT OF
MORGAN STATE COLLEGE SHALL VEST IN THE BOARD OF
TRUSTEES OF THE STATE COLLEGES.

AS OF THE AFORESAID FIRST DAY OF JULY, SECTION
164 (A) OF ARTICLE 77 OF THE CODE, TITLE "PUBLIC EDU-
CATION," SUBTITLE "CHAPTER 13. STATE COLLEGES,"
WHICH SECTION IS ADDED THERETO BY SECTION 2 OF
THIS ACT, SHALL BE AND STAND REPEALED AND RE-EN-
ACTED WITH AMENDMENTS, TO READ AS FOLLOWS:

164.

(A) THERE IS HEREBY ESTABLISHED A BOARD OF TRUS-
TEES TO BE KNOWN AS THE BOARD OF TRUSTEES OF
THE STATE COLLEGES WHICH SHALL EXERCISE DIREC-
TION AND CONTROL OF THE PUBLIC COLLEGES OF THE
STATE: MORGAN STATE COLLEGE, STATE TEACHERS COL-
LEGE AT BOWIE, COPPIN STATE TEACHERS COLLEGE IN
BALTIMORE CITY, STATE TEACHERS COLLEGE AT FROST-
BURG, STATE TEACHERS COLLEGE AT SALISBURY, STATE
TEACHERS COLLEGE AT TOWSON, AND ANY OTHER STATE
COLLEGE OFFERING A FOUR-YEAR COURSE OF STUDY
THAT MAY HEREAFTER BE ESTABLISHED. EACH "STATE
TEACHERS COLLEGE" SHALL HENCEFORTH BE OFFI-
CIALLY KNOWN AND REFERRED TO AS "STATE COLLEGE."

SEC. 1A. AND BE IT FURTHER ENACTED, That Sections
4 to 10, inclusive, of Article 49B of the Code, title "Interracial
Commission," subtitle "Negro Scholarships," be and they are hereby
repealed; and that Sections 28, 143, 278 and 279 of Article 77 of the
Code, title "Public Education," subtitles, respectively, "Chapter 3.
State Board of Education," "Chapter 10. School Physicians" and
"Chapter 27. Free Scholarships," be and they are hereby repealed;
and that Sections 164 to 170, inclusive, of said Article 77 of the Code,
title "Public Education," being subtitle "Chapter 13. State Teachers
Colleges," be and they are hereby repealed.

Sec. 2. An be it further enacted, That new Sections 164 and 165
be and they are hereby added to said Article 77 of the Code to follow
immediately after Section 163 thereof and to be under the new sub-
title "Chapter 13. State Colleges," in lieu of the Article and Sections
so repealed, and to read as follows:
