Chapter 13. State Colleges.

16 4.

(a)   There is hereby established a board of trustees to be known
as the Board of Trustees of the State Colleges which shall exercise
direction and control of the public colleges of the State: Morgan State
College,
State Teachers College at Bowie, Coppin State Teachers
College in Baltimore City, State Teachers College at Frostburg, State
Teachers College at Salisbury, State Teachers College at Towson, and
any other State college offering a four-year course of study that may
hereafter be established. Each "State Teachers College" shall hence-
forth be officially known and referred to as "State College."

(b)   The Board of Trustees shall consist of 9 members, 8 citizens
of the State who shall be appointed by the Governor, and the State
Superintendent of Schools who shall serve ex-officio with full power
to vote on any matter before the Board.

(c)   Of the 8 appointive members of the Board, one shall hold office
until the first Monday of June, 1965, and the others shall hold office
until the first Monday of June, 1966, 1967, 1968, 1969, 1970, 1971,
and 1972, respectively; and, as the term of a member expires, his
successor shall be appointed for a term of 9 years from the first
Monday of June in the year of his appointment. Each member shall
serve until his successor qualifies. In case of any vacancy, the Gov-
ernor shall appoint a successor for the unexpired term. The mem-
bers of the Board of Trustees shall be appointed solely because of
their character and fitness, their interest in the cause of public higher
education, and their knowledge of its problems; but no member shall
be appointed to the Board who is in any way subject to its authority.
Members of the Board shall be eligible for reappointment. Among
the initial appointees the Governor shall include one member of the
State Board of Education and one member of the Board of Trustees
of Morgan State College.

(d)   The members of the Board shall serve without compensation
but they shall be paid, their reasonable and necessary expenses while
engaged in the discharge of their official duties.

165.

(a)   The Board of Trustees has with reference to the State colleges
all the powers, rights and privileges attending the responsibility of
their management. The Board shall have the care, control and man-
agement of all the real and personal property and all the monies of
the State Colleges, and shall keep a complete and accurate record
of all acts done in discharge of its responsibilities and of all monies
received and disbursed. Before the first day of January of each year,
the Board shall submit to the Governor and to the General Assembly
a written report covering its work, and containing a statement of
its receipts and disbursements.

(b)  The Board shall meet and organize and shall elect from among
the appointive members their chairman. The Board shall have the
power to elect such other officers as may be required, to determine
the time and place of meetings, and to establish all necessary rules
and regulations for the conduct of their meetings.
