re-enact, with amendments, Section 5 (e) of Article 38 of the
said Code, title "Fines and Forfeitures," to provide that one-half
of all fines and forfeitures under the alcoholic beverage laws in
Kent County shall be used for the purposes of the county Bar
Library, and to authorize the County Commissioners to implement
SUPPLEMENT the fines and forfeitures payable to the Bar
Library in that county.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 199 (c) of Article 2B of the Annotated Code of Maryland
(1957 Edition), title "Alcoholic Beverages," subtitle "Penalties," be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

199.

(c) Provided further that in Carroll, Cecil, Dorchester, Garrett,
Kent, Somerset, Talbot and Wicomico counties one-half of each fine
shall be disposed of as provided in Section 5 of Article 38 of the
Annotated Code of the Public General Laws of Maryland.

Sec. 2. And be it further enacted, That Section 5 (e) of Article
38 of the said Code, title "Fines and Forfeitures," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

5.

(e) In Kent County, if in any year the said payments to the
court library of one-half the fines imposed and recognizances for-
feited is less than [six hundred dollars ($600.00)] one thousand
dollars ($1,000.00),
the County Commissioners thereof shall pay to
the clerk of the court, for the use of the library, whatever amount
may be necessary to bring to [six hundred dollars ($600.00)] one
thousand dollars ($1,000.00)
in the aggregate the total amount to be
paid to said library during that year under the provisions of this
section.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.
