JOINT RESOLUTIONS

assistance programs administered by the Department    of

Economic and Community Development may contribute to    the

establishment of Employee Stock Ownership Plans and  the
broadening of capital ownership among Maryland's citizens.

The Department should solicit the suggestions    and

participation of interested persons in the preparation    of
the study; and be it further

RESOLVED, That this study shall be completed and
presented to the General Assembly before October 1, 1979;
and be it further

RESOLVED, That a copy of this Resolution be sent to the
Secretary of the Department of Economic and Community
Development, Riva Road, Annapolis, Maryland 21401.

(Senate Joint Resolution No. 8)

A Senate Joint Resolution concerning

Psychosurgery

FOR the purpose of requesting various medical professional
societies to establish guidelines and form a review
panel to regulate psychosurgical treatment in Maryland.

WHEREAS, The use of brain surgery to control, or affect
behavioral disturbances, known as psychosurgery, is
presently in its infancy stage; and

WHEREAS, The National Commission for the Protection of
Human Subjects of Biomedical and Behavioral Research has
recommended that restrictions be placed on psychosurgery;
and

WHEREAS, There has been an expression of widespread
public and legislative concern about psychosurgery,
including allegations that the procedures were (1) being
carried out without adequate evidence of safety and (2)
carried out without adequate procedural safeguards for
protection of the rights of patients; and

WHEREAS, There is evidence that psychosurgical

treatment can be relatively safe and effective for certain

forms of long-term and intractable severe psychiatric

disorders; and

WHEREAS, The representatives of the leading medical
professional organizations proposed that a voluntary group
