SECTION 13. AND BE IT FURTHER ENACTED, That the Laws of Maryland read
as follows:

Chapter 446 of the Acts of 1988

SECTION 2. AND BE IT FURTHER ENACTED, That the moneys credited to the
Law Enforcement and Correctional Training Fund under this Act shall be used exclusively [by
the Department of Public Safety and Correctional Services for funding capital projects on a
pay-as-you-go basis, as reflected each year in the Department's operating budget beginning in
Fiscal Year 1990, or a lease agreement as approved by the Budget Committees, ] for the
purposes of design, equipping, and construction of the [Public Safety Training Center]
WHICH INCLUDES THE LAW ENFORCEMENT DRIVER TRAINING FACILITY.

SECTION 14. AND BE IT FURTHER ENACTED, That the Laws of Maryland read
as follows:

Article 41 - Governor - Executive and Administrative Departments

4-1301.

(a) (1) In this section the following words have the meanings indicated.

(2)      "Fund" means the Law Enforcement and Correctional Training Fund.

(3)      "Department" means the Department of Public Safety and Correctional

Services.

(b) (1) There is a Law Enforcement and Correctional Training Fund.

(2) The Fund is a special continuing, nonlapsing fund which is not subject to §
7-302 of the State Finance and Procurement Article.
