The Bill for officers Fees being assented to is returned to
the House by Esq^r Tench
The following Messages sent to the House by Col Ham-
mond and Col Lloyd with the Journal of the Committee of
Accounts by the Council &c.
The Message by Col Smith and others with your Journal
of the Committee of Accounts to which is Subscribed your
Conditional Assent has been perused and Considered by this
Board Whereupon we are sorry to find the little notice you
take of what his Ex^cy was pleased so generously and frankly
to tell you the other day that he would make no Bargaines
desired not your Bounty but required your Justice wherefore
if you think at ten shill p Cent We hereby let you know
that we are not for any Allowance this Sessions to be made in
mony but are Inclinable to advise his Excellency that the mony
now in Bank be reserved for the Country's Service in greater
Emergenc^ies. You are not willing to foresee your Allowance
out of the three pence p hh^d for Arms of particular Sums is
not within your province therefore ought to be Expunged

bers thus.

By the House of Delegates 8^ber 2^d 1704

We have read and debated your Honour's Message and are
sorry you are pleased to be so Tart upon us for doing what
we Conceive to be our Duty to our Country and it is our
rights and Priviledges we humbly suppose to debate and
Consider of any publick tax to be laid upon the People as this
of Sealing the Laws and Duplicates and we hope we have
proposed it with all the Tenderness and Justice that can be
reasonably Expected and with all due Submission to his Ex^cy
and your Honours we cannot depart from it Therefore if
your Honours are not pleased to joyne with us in apportion-
ing the mony to help to lessen the Levy according to the
Tenour of the Laws at the price first proposed to us and
agreed to we Cannot help it and our Country Cannot impute
it to us if you please to send the Journal We will regulate it
in Tob^o as soon as we can and lay it before your Honours if
