The Board of Examiners of Maryland Pilots
was created in 1969 to license pilots (Chapter 575,
Acts of 1969). The Board establishes rules and
regulations as necessary to ensure the safety of the
pilotage services. In 1984, the responsibility for
setting pilotage fees and charges was transferred
from the Board to the Public Service Commission
(Chapter 727, Acts of 1984).
The Board consists of nine members appointed
for two-year terms by the Governor. The Secre-
tary of Licensing and Regulation, or his designee,
serves on the Board and the eight remaining
members are appointed with his advice. Pour
members must be licensed or retired pilots with at
least five years experience. Two must be members
of the steamship industry who actively employ pi-
lots, and two are consumer representatives.
Authorization for the Board continues until Ju-
ly 1, 1993 (Code 1957, Art. 74, sees. 1-17).

The first board for the examining and licensing
of plumbers in Maryland was established in 1886

(Chapter 439, Acts of 1886). Its jurisdiction was
limited to Baltimore City. The State Board of
Commissioners of Practical Plumbing was created
in 1910 (Chapter 436, Acts of 1910). Its jurisdic-
tion is statewide. The Board examines and certi-
fies journeymen and master plumbers. It serves as
the regulatory agency for the plumbing trade and
business.
The Board is composed of nine members ap-
pointed by the Governor with the advice of the
Secretary of Licensing and Regulation and the ad-
vice and consent of the Senate. The members in-
clude seven practical and skilled plumbers, from
various regions of the State, and two public mem-
bers. Members serve three-year terms.

The State Board of Registration for Professional
Engineers was established in 1939 (Chapter 752,
Acts of 1939). Professional engineers, corpora-
tions, and partnerships wishing to practice in
Maryland must apply to the Board for a certifi-
cate. With their application, they must furnish ev-
idence of their qualifications both in experience
and training.
The Board has powers to enforce the provisions
of the registration law or to restrain any violation
of it. It can investigate charges as well as hear
complaints of violations, subpoena witnesses, re-
quire the submission of documents or other perti-
nent data, and apply for relief by injunction.
The Board consists of six members appointed to
five-year terms by the Governor with the advice
of the Secretary of Licensing and Regulation. Two
members represent the public. Four members are
professional engineers who may be selected from
lists of nominees recommended by the Maryland
