1916, ch. 514, sec. 12.

12. It shall be the duty of the Mayor of said town to see that the
ordinances of said town are duly and faithfully executed; he shall have
general supervision of the town and shall from time to time report to the
council such matters as in his judgment require the attention of the coun-
cil. He shall have power to administer oaths and to certify the same in
all matters pertaining to said corporation, and for the purpose of hearing
and determining all cases to which the corporation may be a party he is
hereby clothed with all the powers of a Justice of the Peace except as to
civil cases, and may pass sentence and impose fines for all violation of
ordinances in the said corporation, or may imprison offenders in the
county jail, or may both fine and imprison offenders against said ordi-
nances. Provided that no ordinance shall be passed imposing a fine for
more than twenty-five dollars, or for a term of imprisonment exceeding
thirty days, and all fines imposed shall be paid to the clerk of the town.
During his term he shall hold no other corporation office, nor shall he be
interested in any contract to which the corporation is a party. The Mayor
shall receive for his services a sum not exceeding six dollars per annum,
and the members of the council shall each receive a sum not exceeding
two dollars per annum, provided that any person shall have the right to
donate to the town their services whenever they see proper so to do.

13. The said council shall have power to pass all such other ordinances
not contrary to the constitution or laws of this state as it may deem neces-
sary for the good government of the town; for the protection and preser-
vation of the town property, rights and privileges; for the preservation of
the peace and good order; and securing persons from violence, danger and
destruction; for the protection of the health, comfort and convenience of
the citizens of said town and visitors thereto or sojourners there; for pro-
viding for proper and suitable lights on the streets; for establishing,
maintaining and regulating an adequate police force; to regulate the man-
agement and location of livery stables, barns, garages, outhouses or privies
and hog pens, and such other establishments of which the business, trade
or location may become obnoxious or injurious to the public comfort or
health; to prohibit the erection of such buildings, the continuance of
obnoxious occupations therein whenever the public health requires it; to
prevent and regulate the use of firearms therein, fireworks, bonfires or
other things or practices tending to endanger persons or property; to regu-
late or prohibit the running at large of cattle, horses, swine, fowls, sheep,
goats, hogs or other animals; to authorize the impounding, keeping, sale
and redemption of such animals when found in violation of the ordinances
in such cases provided; to prevent the deposit of any unwholesome sub-
stance either on public or private property, to compel its removal to desig-
nated points, and to require slop, ashes and other waste or unwholesome
material to be removed to designated points, or to require the occupants
or residents on premises to place them conveniently for removal; to compel
