No. 8.
Joint Resolution of the General Assembly of the State of
Maryland to Congress, to complete the "Inland Waterway, "
connecting Chincoteague Bay and the Delaware Bay.

WHEREAS, Congress in several of its past River and Harbor
Acts, has appropriated several sums of money for the purpose
of creating an inland waterway between Chincoteagne bay and
the Delaware bay, which appropriation has been recommended
by the Chief of Engineers and disbursed under the authority
of the Secretary of War; and

WHEREAS, Said internal waterway has not yet reached the
stage of completion intended in the recommendation of the
Chief of Engineers, heretofore accepted ; therefore, be it

Preamble.

Resolved by the General Assembly of Maryland, That the
delegation in Congress from this State be and is hereby
requested to urge upon Congress to make a suitable appropria-
tion for the early completion of this work.

Be it further resolved, That the Secretary of State be and
he is hereby requested to transmit a copy of these resolutions,
nnder the seal of the State, to each of the Senators and Repre-
sentatives now in Congress from this State.

WHEREAS, The Maryland State Agricultural and Mechan-
ical Association was incorporated by chapter 128 of the Acts
of 1867 for the purpose of holding agricultural exhibitions,
and to promote the interest of agriculture and art and science
connected therewith, and the charter of said corporation was
to be forfeited if. at anytime such agricultural exhibitions
were not held for three years ; and

WHEREAS, $25,000 was appropriated by the State for the
purchase of suitable grounds for the purposes of said associa-
tion, and the Pimlico Fair Grounds, comprising about seventy-
five acres was purchased in pursuance of said Act by trustees
therein appointed ; said grounds to revert to the State in case
of dissolution of said corporation ; and

WHEREAS, By chapter 89 of the Acts of 1870, certain con-
tributors to the association were given a lien on said grounds
to the amount of their contributions ; and

WHEREAS, As recited in chapter 128 of the Acts of 1886,
the State has invested at sundry times not less than $53, 000
in Pimlico Fair Grounds and the improvements thereon; and
