their judgment may be right and proper, not to exceed the sum
of two hundred dollars.

SEC. 4. And be it enacted, That the said Building Committee
shall as speedily as possible, procure and adopt a plan and
specifications for said building, and they shall invite sealed
proposals, by publication for a reasonable time, for building
the Court House and offices; and the party or parties proposing
to supply the furniture for the same which may be needed in ad-
dition to that already owned by the County, shall present or pend
their proposals in sealed envelopes to the Clerk of said County
Commissioners, to be by him delivered to said Building Commit-
tee on the day named by them for publicly opening said pro-
posals. Said proposals shall set forth the amount of money
for which he or they propose to do the work or supply the fur-
niture; and good and sufficient security shall be taken by the
said Building Committee for the use of the said County Com-
missioners, and in their name, from the party or parties con-
tracting to erect said building and offices, and from the party
or parties contracting to furnish the same, as a security for
the faithful performance of such contract or contracts as may
be entered into, and that the contract or contracts for building
said Court House and offices, and furnishing the same, shall be
awarded to the lowest responsible bidder. But in the event
that no satisfactory bid shall have been received from any
contractor or contractors, then the Building Committee may
proceed to erect said building in any other manner the majority
of the Committee shall determine, provided they shall not ex-
ceed the amount provided by this Act; and the said Building
Committee are hereby authorized to sell and dispose of such
materials of the present Court House as may not be required
or used in erecting the building aforesaid, and the proceeds
arising therefrom shall be a part of the Court House fund,
and appropriated to the payment of the same.

SEC. 5. And be it enacted, That the new Court House shall
be completed on or before the first day of October, nineteen
hundred and sixteen, and within thirty days thereafter the
said Building Committee shall make a full, clear and explicit
report, to the said County Commissioners, of their actions and
expenditures, giving the name of every person to whom money
was paid in erecting said building and supplying furniture for
the same; and the said County Commissioners shall cause the
said report to be published once in the usual way of publishing
public matter in Calvert County.
