death or refusal to act of any one or more of them or of the
Building Committee as at any time constituted the County
Commissioners of Calvert County shall fill the vacancy or
vacancies. The members of said Committee shall serve with-
out pay, four of them shall form a quorum for the transaction of
all business and the concurrence of three of them shall be neces-
sary in the decision of all questions which may arise in the dis-
charge of their duties.

SEC. 3. And be it enacted, That the Building Committee
shall appoint one of their number as Secretary and Treasurer,
who shall have charge of all moneys paid over and received by
the Committee under this Act, and who shall pay out and dis-
burse the same only upon the order of a majority of said Com-
mittee, and keep a full and perfect account of all moneys receiv-
ed and disbursed by him with the vouchers therefor, which he
shall regularly render and exhibit to the Committee at such time
and in such manner as they, or a majority of them, may require,
and shall faithfully account for all money received by him as
Secretary and Treasurer aforesaid and the person so appointed
as Secretary and Treasurer, before he acts as such, shall give
bond with surety to be approved by said Committee, or a major-
ity thereof, in the sum of $25,000.00 conditioned for faithful
execution of the trust reposed in him, which bond shall be filed
in the office of the Clerk of the Circuit Court for Calvert Coun-
ty and recorded among the records of Calvert County, and the
cost of said bond to be paid out of the funds made available
by this Act, a certified copy of which shall be received as evi-
dence in any Court of law or equity in this State; and the
Committee appointed by this Act shall have power to fill any
vacancy occurring by death, resignation or refusal to act, or
any other disqualification of the person so appointed as Secre-
tary and Treasurer, and the person appointed to fill such vacancy
shall give bond as herein required. Said Committee shall also have
power to sue in any of the Courts of this State in any matter
connected with their duties under this Act. The County Com-
missioners of Calvert County shall alone be responsible upon all
cause of action which may arise out of the making of the im-
provements provided for by this Act, and all suits of every
character shall be brought against it and not against the Com-
mittee, created by this Act, or any members thereof. And the
said Committee shall have power to allow and pay such reason
able compensation to the said Secretary and Treasurer, out of
the funds available by this Act, for his services, as such, as in
